Position Overview
The Lead Financial Analyst will serve as a key member of the financial management team supporting the Department of Justice (DOJ) and its Unified Financial Management System (UFMS). This role is responsible for overseeing budget execution, cost analysis, invoice reconciliation and processing, procurement tracking, and financial reporting. The analyst will ensure compliance with Federal Acquisition Regulations and provide strategic insights to improve operational efficiency and fiscal accountability.

Job Functions / Responsibilities :
Budget Management
Lead the formulation, execution, and monitoring of DOJ program budgets, creating cost models for JCIS services
- Analyze budgetary trends and provide recommendations for resource allocation
- Prepare budget forecasts and variance analyses to support decision-making
- Ensure compliance with DOJ and federal budgetary guidelines
Invoice Reconciliation & Processing
Review, reconcile, and process vendor invoices in UFMSInvestigate and resolve discrepancies between invoices, purchase orders, and receiptsCoordinate with vendors and internal stakeholders to ensure timely and accurate paymentsMaintain documentation and audit trails for all invoice transactionsProcurement Oversight
Prepare, submit and track; procurement packages; Section 508 related accessibility documentation; IT Acquisition Review (ITAR) processes; liaise with vendors for services being procured; create receiving reports; execute obligation and deobligation documentationTrack and manage procurement activities, ensuring alignment with approved budgetsWrite and track reimbursable agreements for User AgenciesCollaborate with acquisition teams to monitor contract obligations and expendituresSupport the creation and maintenance of procurement reports and dashboardsEnsure compliance with Federal Acquisition Regulations (FAR) and DOJ procurement policiesFinancial Reporting & Analysis
Prepare and reconcile monthly, quarterly, and annual financial reports using UFMS data.Conduct financial analyses to identify trends, risks, and opportunitiesSupport internal and external audits by providing documentation and responding to inquiriesDevelop and maintain Standard Operating Procedures (SOPs) for financial processes.Cross-Functional Collaboration
Liaise with program managers, budget officers, and procurement specialists to align financial operationsProvide training and guidance to junior analysts and team membersParticipate in special projects and process improvement initiativesAdhere to program and company processes and policiesEstablish and foster a strong relationship with government stakeholdersQualifications
REQUIRED EXPERIENCE :
Education
Bachelor's degree in Accounting, Finance, Business Administration, or related field requiredMaster's degree or professional certification (e.g., CPA, CGFM) preferredExperience
Minimum of 8 years of experience in federal financial management, budgeting, and reportingStrong understanding and relevant experience complying with the FARPrior experience with DOJ financial operations and UFMS strongly preferredMinimum of 4 years' recent experience leading a small team to ensure timely and informative responses, quality work products and effective communications across all stakeholdersSkills & Competencies
Proficiency in UFMS and / or federal financial systems.Strong analytical and problem-solving skillsExpert level proficiency using MS ExcelAdvanced level proficiency using MS Office Suite, Teams and SharePointExcellent communication and interpersonal abilitiesDemonstrated experience and knowledge of federal budgeting, procurement, and financial reporting standardsSECURITY CLEARANCE REQUIREMENTS :
