Job Description and Duties
Under general direction of the Office of the Director, the Chief Information Technology Officer (CIO) is responsible for the overall design, development, execution, and oversight of the Department of Industrial Relations’ information technology (IT) systems and programs. The CIO oversees the planning, development, implementation, maintenance, and operational activities of electronic platforms for the entire department affecting workers’ compensation, health and safety, worker pay and apprenticeship programs. In addition, the CIO represents DIR on information technology projects to stakeholders, including state and federal government agencies, vendors, and users of the systems.
The incumbent must handle sensitive and confidential materials and matters in a professional manner and establish cooperative working relationships with others. The incumbent must also demonstrate the ability to research, interpret, and apply laws, rules, and principles governing all DIR program areas; analyze complex data and provide recommendations and / or feedback to all levels of staff both within and outside state civil services. The incumbent must exercise the ability to reason logically and analyze data to reach accurate and defensible conclusions and complete assigned work and review for accuracy.
The incumbent should be skilled in workgroup and meeting facilitation, possess excellent interpersonal and communication skills and have effective project management skills. The incumbent maintains familiarity with DIR organizational structure; decision‑making authority, legal authority and processes of all DIR divisions, boards, commissions, and units; as well as Agency organizational structure, decision‑making authority, and processes.
The incumbent must demonstrate the ability to establish and maintain cooperative working relationships with staff at all levels both within and outside of DIR to complete work assignments and implement policy and procedures. The incumbent must independently make decisions and perform actions having broad implications on varied aspects of DIR’s internal as well as public‑facing operations, policies, and programs.
Finally, the incumbent must use the internet, email, desktop applications and presentation software to complete assignments. Confidentiality must be maintained at all times.
Working Conditions
The incumbent works in a hybrid telework setting; in‑office days will be within a mixed cubicle and office environment with both natural and artificial light, and temperature control. The incumbent is required to work extensively on the computer for email communication, research, drafting policy and procedure documents, and other purposes. Some travel to Oakland is required.
Special Requirements
In addition to the Standard State Application (STD 678), all interested applicants are required to submit a Statement of Qualification (SOQ). Within each response, include specific information as to how your professional experience, knowledge, skills, and abilities meet the qualifications and desirable qualifications of this position. The SOQ should be limited to a maximum of 3 pages, single‑spaced, 12‑point font, and 1‑inch margins. Applicants who do not provide responses to the 5 specific questions below will be disqualified. Cover letters and resumes do not take the place of the SOQ.
Applicants will also be evaluated on how clearly and concisely their qualifications were presented throughout the SOQ (including grammar, spelling, and punctuation).
