Under the general direction of the Director of T&D, the T&D Engineering Manager sets goals and direction for the work of engineering personnel through assigned supervisors. Manages the Engineering Department's plan and design work associated with construction, operation, maintenance and installation of all metering, telecommunication, substation, overhead and underground transmission and distribution systems (electric & water) along with providing adequate planning for both the Water and Electric T&D Systems. Requires the ability to gather and analyze information from multiple sources effectively and quickly. Good judgment required while implementing well-established policies and procedures or recommending innovative solutions. Ensure compliance with various NERC standards. Ensures compliance with various applicable EPA regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Manages the overall Engineering of the OMU Engineering Department, which includes metering, telecommunication, substations, electric transmission, & distribution facilities and water transmission & distribution facilities.
- Oversee, manage, and direct planning and development of electric and water infrastructure needed to meet forecast electric & water capacity demands and electrical & water usage requirements. Reviews and evaluates expansion plan and improvements studies for electric & water.
- Develops short term (1Yr) and Long Term (5 yr. / 10 yr. / 15 yr.) Capital Investment Plans, and develops projects to mitigate potential operational issues. Develops and monitors the T&D Capital budget and work planning efforts. Assists with the development of the T&D O&M budget.
- Assists Director of T&D in development of all Rules and Regulations for Electric and Water Service and enforcement of all requirements. Serves as the primary contact and decision maker regarding technical questions, procedures, and policies for third parties.
- Ensures all T&D Electric construction meets NESC clearance requirements and department construction standards.
- Develops annual and long term load forecast in aid of annual corporate revenue budget.
- Maintains construction standards, material specifications, and approved vendor lists for T&D; works with Operations personnel to ensure adequate inventory needs for planned capital projects are reported; provides direction regarding appropriate stocking levels.
- Oversees and manages engineering team responsible for directly responding to customer inquiries regarding construction estimates and / or other billable work outside of pre-planned activities.
- Assist Director of T&D in development of third party joint use attachment agreements and ensures and enforces compliance.
- Oversees and responsible for system-wide protection schemes and settings.
- Develops, implements, and monitors telecommunication, substation, transmission and distribution system, to ensure systems meet established standards and procedures.
- Directs and manages activities of employees who record and analyze electric system information such as : GIS, SCADA, CAD, Milsoft, and other industry software.
- Works with other departments as necessary to assist with investigations and examines electric service complaints including service outages, voltage complaints, low water pressure issues, etc. and investigates cases of unusual nature.
- Establishes and monitors engineering data record keeping supporting compliance with regulatory requirements. Ensures routine field maintenance activities and programs are compliant with regulatory requirements including NERC standards. Recommends and utilizes computerization to gain efficiency of record keeping.
- Assist the Director of T&D in the planning, specification, procurement and development of systems and equipment as needed within the T&D Engineering department.
- Coordinates engineering efforts with operational staff in the design and implementation of projects.
- Responds to emergencies in accordance with the emergency response plan and assists in prompt and safe management of emergencies.
- Rotates as Duty Supervisor for afterhours emergency management responses.
- Champions and ensures organization's adherence to all OMU Health & Safety policies, regulations and programs.
- This role requires a thirty-minute response time.
- Perform any other related duties as required or assigned.
ADDITIONAL INFORMATION
Knowledge and Abilities
Bachelor's degree in Electrical Engineering (BSEE), strong human / public relation skills with business and mechanical aptitudes needed. Demonstrated understanding of management principles and practices is important. Thorough knowledge of metering concepts, telecommunication system design, T&D power line design, substation design, system modeling, system planning, and system coordination. Valid driver's license required and commercial driver's license desirable.
Experience
Minimum of ten years' of experience in Utility Engineering associated with electrical transmission, substation and distribution operations and construction with at least 5 years in a supervisory or management capacity.
