Essential Requirements & Qualifications
Certification : Candidate MUST possess a current Project Management Professional (PMP) Certification through the Project Management Institute ( PMI ). No other certifications qualify.Experience : Minimum of 10 years of experience managing large projects.Overall IT Experience : Minimum of 15 years of overall IT experience.Education : Bachelor's degree required.Key Responsibilities
Project Execution : Drive consistent project delivery across the entire lifecycle, including defining plans, allocating resources, and managing scope, schedule, cost, and risk.Methodology Expertise : Successfully lead projects using Waterfall, Agile, and Hybrid approaches, knowing how to blend them appropriately for project needs.Procurement Management : Coordinate and oversee the development of crucial procurement documents, including Proposals, Statements of Work (SOW), Statements of Requirements (SOR), and RFP responses.Stakeholder Management : Manage working relationships with key stakeholders, including executive management, vendors, and technology leads.Team Leadership : Hold teams accountable for commitments, facilitate multi-disciplinary teams, and actively remove project roadblocks.Cloud / SaaS Implementation : Develop, execute, and manage complex cloud-hosted SaaS implementation projects .Communication : Track and communicate progress, schedule, cost, and risk perspective clearly and succinctly to multiple audiences.Required Skills & Knowledge
PM Tools : Fluency in Project Management tools such as Microsoft Project, Visio, and the Microsoft Office Suite (Word, Excel, PowerPoint).Requirements : Strong experience leading teams through the discovery and documentation of business and technical requirements for procurements.Soft Skills : Exceptional interpersonal skills, high emotional quotient (EQ) for handling project challenges, and excellent verbal and written communication skills.SDLC : Solid understanding of Software Development Lifecycle models and the ability to define and balance competing demands (quality, scope, schedule, cost).Preferred Skills
Experience with the Commonwealth's IT procurement processes (RFP, SOW).Experience with Project Management Office (PMO) methodologies and practices.
