Overview

LMI seeks an experienced Technical Project Manager (TPM) to lead an integrated H2F Program Support Team in support of the U.S. Army's Holistic Health & Fitness (H2F) initiative. The TPM is responsible for planning, coordinating, and delivering work across four functional sub-teams. These teams collectively execute the Government-directed delivery of the Holistic Health and Fitness Management System (H2FMS)-an Army-owned digital platform that supports the five H2F domains across the Soldier lifecycle and enables commander risk management, H2F Performance Team (HPT) digital operations, and readiness optimization through monitoring, training, education, and targeted intervention. The H2FMS will facilitate Army's H2F objectives through scientific analysis, data management, software / cloud development, and user community engagement.

The TPM serves as the primary point of contact for the Government and is accountable for execution, integration, and delivery across all four functional teams. This role emphasizes program execution, coordination, and outcome delivery, ensuring that scientific insights, data products, and software-enabled capabilities are aligned with customer priorities and delivered to users through the Government-managed H2F application. The TPM does not make independent product, analytic, or architectural decisions. The TPM's role is to own execution : translate Government direction into integrated workplans, task and manage contractor resources, ensure on-time / high-quality delivery across all lines of effort (LOEs), and frame decision-ready options for Government leads.

Responsibilities

The TPM has responsibility for coordinating and integrating the following four functional teams :

Data Management & Governance Team - supporting data management, governance, data quality assurance, metadata creation and maintenance (e.g., data dictionaries), access control coordination, and oversight of ETL pipelines and data engineering processes.

  • Analytics Enablement Team - supporting operational analysis and studies, survey design, epidemiology, applied human performance science, AI / ML engineering, dashboarding, and data cleaning, analysis, and visualization.
  • User Engagement Team - supporting communication of strategies, insights, and guidance to users through the H2F application and limited engagement with the user community to assess adoption and gather feedback.
  • Software & Cloud Delivery Team - supporting full stack software development, configuration management, integration, release management, cloud-based technical services. RMF artifact development, testing events, and compliance documentation support.

Program Leadership & Coordination

  • Lead and manage the H2F Program Support Team, with direct responsibility for execution across the four functional sub-teams.
  • Serve as the primary interface between LMI and Government stakeholders.
  • Establish and maintain integrated work delivery plans (roadmap translation into releases / sprints), milestones, and delivery cadence across all teams.
  • Ensure alignment of priorities, dependencies, and outputs across scientific, data, software, and user engagement activities.
  • Drive daily / weekly execution rhythm : standups, sprint planning, backlog grooming (as directed), integration syncs, delivery reviews.
  • Project Execution & Delivery Management

  • Identify decision points early (scope, sequencing, tradeoffs, risks, resourcing).
  • Produce decision-ready packages for Government leads : options, pros / cons, schedule / cost impacts, risks, and recommended path-for Government decision.
  • Maintain decision logs and traceability from decision tasking delivered artifact.
  • Develop and maintain project schedules, dependency tracking, and delivery plans.
  • Manage risks, issues, and cross-team dependencies; escalate and resolve as appropriate.
  • Own cross-LOE dependency management; maintain delivery trackers and critical path visibility.
  • Ensure timely delivery of products that meet Government-defined acceptance criteria, quality standards, timelines, and customer expectations.
  • Coordinate contributions from subcontractors, vendors, or partner organizations as applicable.
  • Scientific, Data, Technical & User Engagement Integration

  • Task, coordinate, and manage contractor personnel supporting H2FMS under Government direction (Chief of S&T / H2F Director).
  • Facilitate coordination between scientific SMEs (e.g., psychologists, epidemiologists, sports scientists) and technical teams (data, AI / ML, software / cloud).Assign work, monitor progress, remove blockers, and enforce performance / quality expectations across LOEs.
  • Ensure the contractor team stays within scope boundaries and does not engage military stakeholders unless explicitly authorized.
  • Ensure scientific findings and analytic insights are translated into data products, system features, and user-facing content delivered through the Government-managed H2F application.
  • Coordinate user engagement activities to ensure strategies, insights, and recommendations are communicated effectively to end users, primarily through in-application modules, workflows, messaging, and visualizations.
  • Support limited, purposeful engagement with the user community to gather feedback, assess adoption, and inform refinement of analytics, content, and engagement strategies, in coordination with Government stakeholders.
  • Ensure user feedback is captured and translated into actionable requirements for scientific, data, and software teams.
  • Stakeholder Engagement & Communication

  • Prepare and deliver regular status reports, working-level briefings, and planning sessions to H2F Government staff only (Chief of S&T, H2F Director, designated HQ staff).
  • Prepare concise written status reports : schedule, risks / issues, mitigation actions, delivery confidence, and decision points.
  • Prohibited by default : briefings to senior military leadership, external stakeholder engagement, or representation of Government positions without explicit authorization.
  • Translate scientific and technical progress into clear, decision-relevant messaging.
  • Coordinate with Government to ensure user engagement approaches align with H2F objectives and Army priorities.
  • Governance, Quality & Process

  • Establish and enforce delivery "definition of done," project management processes, documentation standards, and reporting cadence.
  • Ensure configuration control and documentation practices are followed in coordination with software configuration and data governance staff.
  • Support continuous improvement of program execution and cross-team coordination.
  • Ensure version control, requirements traceability, test evidence organization, and release notes completeness.
  • Support Government development / refinement of SOW / SOO tasking by translating operational needs into execution-ready work packages, milestones, and acceptance criteria.
  • Assist with workload estimation, staffing plans, and sequencing to support acquisition planning and delivery realism.
  • Qualifications

    Required Qualifications

  • Bachelor's degree in project management, Engineering, Computer Science, Data Science, Public Health, Psychology, or a related field.
  • 10+ years of experience in technical and / or scientific program / project management supporting DoW or federal customers.
  • Demonstrated ability to manage multi-disciplinary delivery across software / cloud, data, analytics, and compliance workstreams.
  • Strong ability to coordinate complex workstreams and translate requirements between scientific and technical teams.
  • Demonstrated competency in delivery methods (Agile / hybrid), risk / issue management, and producing decision-ready materials for Government leads.
  • Experience coordinating delivery artifacts in regulated environments (e.g., RMF-adjacent documentation, audit readiness, controlled data handling).
  • Excellent communication, briefing, and stakeholder engagement skills.
  • Ability to obtain and maintain a DoW Secret security clearance.
  • Desired Qualifications

  • Experience supporting human performance, health analytics, readiness, or large-scale operational programs.
  • Master's degree preferred.
  • Senior Army leadership experience highly preferred.
  • PMP, PMI-ACP, or equivalent project management certification.
  • Experience leading integrated program support teams or matrixed functional teams.
  • Experience delivering or enabling analytics products (e.g., Power BI) and supporting technical ecosystems (R / Python) in a Government context.
  • Familiarity with Government cloud environments and constraints (e.g., AWS GovCloud and comparable environments), without serving as the architecture decision authority.
  • Location & Travel

  • Work will be performed primarily in support of Army stakeholders.
  • On-site presence as required by Government (e.g., Fort Eustis, VA and / or designated H2F locations).
  • Travel : Up to 2-3 trips per quarter to Army sites or LMI Headquarters to support planning, coordination, and stakeholder engagement.
  • Target salary range : $130,000 - 180,000
