GRADE :        Excepted Service, Grade 6 (ES-6)

SALARY :       $91,865.97

This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire.

Current District of Columbia residents will receive priority and advanced preference for screening and interviews.

background The Mayor’s Office of Lesbian, Gay, Bisexual, Transgender and Questioning Affairs (MOLGBTQA) is a permanent, cabinet-level office within the Office of Community Affairs in the Executive Office of the Mayor, established by statute through the Office of Gay, Lesbian, Bisexual and Transgender Affairs Act of 2005. The District of Columbia is a leader in LGBTQIA+ rights in the nation and has one of the highest concentrations of LGBTQIA+ residents in the country with an estimated 14% of the population.

The mission of the MOLGBTQA is to address the important concerns of the District’s lesbian, gay, bisexual, transgender, questioning, intersex, and asexual residents through empowering young LGBTQIA+ community leaders, removing barriers for LGBTQIA+ business owners, building a cohesive LGBTQIA+ community across all eight wards, and providing resources for at-risk LGBTQIA+ populations. MOLGBTQA works in collaboration with an Advisory Committee, appointed by the Mayor, to define issues of concern to the LGBTQIA+ community and find innovative ways of utilizing government resources to help address these issues. The Director of Operations serves as an advisor to the Director and leader in the MOLGBTQA, managing a portfolio of priority projects and supervising staff in the operation, planning, execution, and evaluation of their portfolios.

Major duties

  • Strengthen partnerships between the District’s LGBTQIA+ community, the Mayor’s Office of LGBTQ Affairs, and organizations serving the LGBTQIA+ community.
  • Draft strategic plan, briefs, and memos for the Office.
  • Participate in speaking engagements, panels, lectures to further the Office’s mission and reach.
  • Communications - Work with the MOLGBTQA, Mayor's Office of Community Affairs, and Executive Office of the Mayor communications teams to effectively disseminate information to the community and respond to inquiries.
  • Policy development - craft policy with the collaboration of agency and community stakeholders including the Advisory Committee of the Mayor’s Office of LGBTQ Affairs.
  • Relationship / Coalition building - identify areas of need in the city’s LGBTQIA+ community.
  • Serve as advisor and technical resource assistant to the Advisory Committee to the Office of LGBTQ Affairs for planning, scheduling, and conducting joint work efforts.
  • Co-facilitate LGBTQIA+ Competency Trainings for the District Government Workforce in collaboration with DC Department of Human Resources as needed.
  • Analyze data to identify and recommend priorities to develop, direct, and organize work-plans.
  • Coordinate services among District agencies to ensure timely responses to community concerns.
  • Work together with other Community Affairs Agencies in the development of community engagement strategies.
  • Supervise staff, as needed.
  • Perform other duties as assigned.

  • Experience with issues facing marginalized groups in the LGBTQIA+ community (transgender and gender non-conforming; people of color) in all 8 Wards of the District of Columbia.
  • Knowledge of the mission, policies, methodologies, operating procedures, and program services of partnering agencies.
  • Knowledge of and skill in the application of analytical and evaluative theories, concepts, procedures, methods, standards, and practices to the interpretation of policy, and to meet existing and future service requirements.
  • Demonstrated connections / ties to the District LGBTQIA+ Community.
  • MINIMUM QUALIFICATIONS

  • Minimum of two years working in public policy, community engagement or government field.
  • Direct working experience and knowledge or the LGBTQIA+ Community and / or LGBTQIA+ issues, including homelessness, senior issues, youth issues, economic issues, public safety, immigration, Faith / Civil Rights, Transgender Issues, or LGBTQIA+ Equality.
  • Work environment The work is performed primarily in-person. Times in the field are frequently required for related events.

    SPECIAL NOTE - SECURITY SENSITIVE This position is deemed security sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

    RESIDENCY REQUIREMENT There is a legal requirement that each new appointee to the Excepted Service either :

  • be a District of Columbia resident at the time of appointment; or
  • become a District resident within one hundred eighty (180) days of appointment.
  • The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
