Purpose

To outline essential job duties, qualification requirements and working conditions for the position of Engineering Technician.

Essential Job Duties

  • Performs technical and sub-professional engineering work related to the development, drafting, and construction of projects for public works facilities.
  • Collects, compiles and prepares reports of survey data.
  • Assists in planning and record keeping of the City's traffic and utility infrastructure assets.
  • Prepares engineering designs, drawings and construction cost estimates for in-house sewer, street, water and storm system projects.
  • Provides support for contract engineering projects by researching and compiling maps and data as needed for project development.
  • Inspects materials and workmanship on Public Works projects and assesses conformance with plans and specifications.
  • Updates and oversees maintenance of various databases for street, water, storm, wastewater, signals, lighting, and other utility system assets.
  • Processes permit applications; Reviews improvement plans; Determines conditions of approval; Calculates fees; and Issues permits for transportation, street, sewer and drainage projects.
  • Answers questions and provides information requested by the public, other City Departments, other government agencies and private entities.
  • Researches and assembles ownership, title and tax records for annexation or local improvement district projects.
  • Assists with maintenance and operation of specialized printing and electronic equipment.
  • Performs surveying assignments including oversight of contracted survey work.
  • Prepares and reviews legal descriptions for rights-of-way, easements, annexations, LID's, etc.
  • Collects field data necessary for assessment of various components of city infrastructure.
  • Trains others to collect and receive Global Positioning System (GPS) data. Compiles GPS data into appropriate graphical databases.
  • Develops, recommends, applies and assists in implementation of policies and procedures to guide the operation of the department's data management programs.
  • Maintains current desk procedures and tasks to explain position responsibilities. Creates, updates and implements process improvement procedures, tasks, workflows and systems.
  • Performs other duties as assigned.

Qualification Requirements

  • High school diploma or GED.
  • One year of vocational or college courses in Engineering Technology.
  • Two years of relevant field or office experience in Civil Engineering.
  • Must possess a current WA State Driver's License and maintain throughout employment.
  • Must obtain a Flagger Certification within 3-months of hire and maintain throughout employment.
  • Requires knowledge of :

  • The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description.
  • Basic principles, procedures and practices related to engineering, land surveying, CADD and GIS mapping, Global Positioning System (GPS) data collection and compilation and general data management.
  • Computer operation and a variety of software including Microsoft Office suite of products and Autodesk Civil 3D, ESRI GIS software, GPS and Database Management.
  • Algebra, Coordinate Geometry, and Trigonometry as it relates to infrastructure design, drafting and surveying.
  • WSDOT and City standard construction specifications and urban design standards.
  • Documenting infrastructure assets.
  • Safety and security hazards, precautions, standards, policies and procedures.
  • Requires the ability to :

  • Interpret engineering and construction drawings, problem-solve and make minor design changes in the field to suit conditions.
  • Compute and verify mathematical calculations related to surveying and engineering.
  • Analyze procedures and operational methods. Identify and make recommendations to improve efficiency and accuracy of systems and processes.
  • Maintain confidentiality as required and ensure sensitive information is handled appropriately.
  • Prepare comprehensive reports, materials and correspondence.
  • Effectively complete assignments in a timely manner. Plan, organize, prioritize and coordinate work assignments. Take appropriate initiative.
  • Apply sound judgment, analytical and problem-solving techniques to make reasoned, timely and consistent decisions. Facilitate effective problem resolution.
  • Be attentive to detail and maintain a high degree of accuracy.
  • Understand and apply appropriately the terminology, instructions, policies, procedures, legal requirements and regulations.
  • Use tact, discretion, respect, persuasion, diplomacy and courtesy to gain cooperation of others and establish and maintain effective teams and professional relationships and rapport with management, employees and representatives of other entities.
  • Listen attentively and communicate effectively, both orally and in writing, with individuals and groups in clear, concise language appropriate for the purpose and parties addressed, including preparing and making presentations.
  • Maintain current knowledge for assigned areas and adapt to new technologies, keeping technical skills up to date.
  • Work independently and cooperatively as a member of a team.
  • Proficiently operate office equipment and perform Microsoft Office software functions. Type accurately and proficiently.
  • Working Conditions

  • Works in an office or meeting room setting and field locations. Attends meetings or performs duties outside of normal office hours and travels by car.
  • Sits or stands for long periods of time.
  • Possibility of exposure to heavy equipment and traffic noise, dirt, dust and varying terrain.
  • Lift and / or move up to 25 pounds and occasionally up to 50 pounds.
  • Uses appropriate safety equipment and follows safety policies, practices and procedures.

    At its sole discretion, the City of Wenatchee may consider combinations of education, experience, certifications and training in lieu of specifically required qualifications contained herein.

  • Vacation leave will be earned at a rate of 10-hours per month and will be available for use upon successful completion of the initial review period.
  • Sick leave will be earned at a rate of 8-hours per month.
  • Annual Paid Holidays (1st year prorate) : Eleven 8-hour designated holidays (11th holiday for AFSCME positions under MOU through 2025) + one 8-hour floating holiday.
  • Medical / Dental / Vision plans. We have two health plans to choose from : 1) High Deductible Health Plan (the City pays 100% of the employee premium); or 2) $250 deductible plan (the City pays 90% of the employee premium). The High Deductible Plan includes a City contribution to a Health Savings Account (HSA) in the amount of $125 / month for the employee or $250 / month for the employee with dependents. The City pays 75% of dependent premiums under either plan.
  • Membership in the WA State Public Employee Retirement System (PERS).
  • Optional participation in a Section 457 Deferred Comp Plan with a City match up to 2% of base pay.
  • $25,000 basic life / $25,000 AD&D insurance policy with premiums paid by the City on the employee's behalf.
