This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor. This position will manage the identification, coordination, and budgeting of Information Technology (IT) projects at the MN Department of Transportation (MnDOT) within the Office Administration's Technology Investment Management (TIM) program, coordinating with IT project owners and managers to prioritize IT project investments. Duties include supporting IT project owners, communicating the project intake process, and prioritizing and aligning with MNIT Project Management Office (PMO). In addition, the position will document project financials and provide data-based recommendations on long-term IT project investment opportunities, working closely with MNIT, MnDOT business partners, and MnDOT OFM Budgets.

Minimum Qualifications

Three (3) years of advanced professional experience developing and implementing financial, budget, and business policies and processes in organizations, which includes :

  • Experience managing projects related to business operations or systems.
  • Experience evaluating IT portfolios, organizational structures, methodologies, and delivery systems
  • Experience with quantitative techniques and applications to develop cost models and project investment forecasting.

A Bachelor's / Master's degree in Finance, Business Administration, Public Administration, Computer / Management Information Systems, or related field may substitute for six (6) months of advanced professional experience.

Preferred Qualifications

Knowledge and application of IT organizations, methods, and delivery systems sufficient to provide managerial oversight. Experience in service delivery models for support of business applications (including application development), infrastructure, and / or service desk / service management.
