Environmental Compliance Manager

Manages and coordinates the programs and functions of the Environmental Compliance, Assistance and Pollution Prevention (ECAP3). Develops, plans, and conducts environmental awareness and compliance training for Seminole County employees. Coordinates a variety of environmental programs that assist and / or relate to other divisions, including SWMD compliance, County tank compliance, and the County Environmental Task Force. Coordinates and manages disaster debris management planning and collection.

Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description. Additional compensation based on licensure.

Essential Functions

Plans, supervises, and coordinates the activities of the ECAP3 Team, including Household Hazardous Waste (HHW), E-scrap, Medical Sharps, Small Quantity Generator (SQG) compliance assistance, environmental compliance, investigations of citizen complaints, spill response and related programs. Provides applicable information for the annual NPDES reports submitted by the County and seven cities. Interfaces with the Florida Department of Environmental Protection (DEP) and other local, state, and federal agencies in matters regarding both internal and external environmental compliance matters. Responds to spills and releases of hazardous materials caused by vehicle accidents or other incidents. Coordinates the cleanup of such spills and releases with the responsible party, Haz Mat, and other agencies. Develops, plans, and conducts environmental awareness and compliance training for Seminole County employees. Provides environmental training and outreach for other entities, business facilities, and citizen groups. Assists other County Departments / Divisions in addressing environmental compliance matters. Coordinates storage tank compliance, the County's Spill Prevention Control and Countermeasures (SPCC) Plan and tank insurance renewal. Coordinates and manages disaster debris management planning and disaster debris cleanup throughout the County following disasters. Conducts disaster response planning for events that would potentially involve SWMD. Procure and administer contracts related to programs. Develops cases and represents the Solid Waste management Division in Code Enforcement cases and hearings. Prepares and presents the necessary enforcement material. Visits sites at appropriate intervals to ensure compliance. Manages and / or coordinates other projects as needed. Performs other related work as required. In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Minimum Qualifications

Bachelor's Degree and five (5) years of experience required; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Must possess and maintain a valid Florida Driver's License. Ability to satisfactorily complete Hazardous Waste Operations & Emergency Response (HAZWOPER) training and other required training. A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Additional Requirements

Working knowledge of hazardous waste, solid waste and related environmental regulations. Ability to communicate effectively both orally and in writing with vendors, department directors, architects, engineers, contractors, management and general public. Ability to use personal computers for completing reports, database management, writing letters, etc. Ability to develop and present environmental training. Ability to organize, expedite and set work priorities for program. Ability to work extended hours in the event of emergency situations, natural disasters, etc.
