Job Title : Financial Management Specialist
Under general direction, performs financial management work with emphasis on accounting, budgeting, and financial compliance. Manages and coordinates the accounting activities for area of responsibility. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. The San Antonio Metro Health District (SAMHD) provides public health services to clients, which may include risk for exposure to and possible transmission of vaccine-preventable diseases. Staff in high-risk positions will be required to obtain relevant immunizations, per SAMHD Policy DM4.16. Review and consideration will be given to requests for exemption from this policy. Essential Job Functions :
Directs and coordinates the work activities of staff engaged in keeping accounts and records, preparing reports, recording disbursements, expenditures, accrued and unpaid obligations, and preparing financial statements and payrolls.
Manages, trains, and evaluates assigned staff within the fiscal operations division.
Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
Ensures structure and integrity of accounting system in accordance with the Uniform Accounting System.
Develops and maintains policies and procedures relating to safeguarding the City's assets.
Prepares reports and makes appropriate recommendations to solve problems and improve financial operations.
Coordinates the scheduling of audits and develops methods and strategies for dealing with audit findings.
Reviews and interprets Federal, State, and local financial rules and regulations to insure that the programs conform to the intent of the legislation.
Coordinates with City, State, and Federal Auditors to minimize audit exceptions and any disallowed costs.
Determines the requirements for financial compliance reviews; prepares schedules for periodic compliance reviews of sub-grantee / contractor financial activities and records.
Assists in developing, implementing, and administering accounting systems.
Performs related duties and fulfills responsibilities as required.
Job Requirements :
Bachelor's Degree from an accredited college or university.
Four (4) years of experience in budgeting and / or accounting experience, including one (1) year of supervisory or lead experience.
Any applicant selected for this position must have a background check completed with results satisfactory to the City of San Antonio and successfully complete the City of San Antonio's Cash-Handling Certification Training.
Preferred Qualifications :
Bachelor Degree from an accredited college or university in Accounting, Business, or Public Administration.
Municipal Government experience.
Accounts Receivable experience.
2+ years of supervisory experience.
SAP experience.
Applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
