Job Summary
Heartland Consulting seeks a Program Manager to lead continuity of operations support for the Defense Logistics Agency (DLA) DXM, ensuring seamless execution of mission-essential functions during disruptions. This role oversees personnel, technical support, and compliance with national continuity policies (e.g., PPD-40, DoDI 3020.26), focusing on scalable planning, crisis management, and readiness to enhance DLA's resilience and national security.
Key Responsibilities
- Oversee continuity planning, training, exercise development / execution, strategy development, information fusion, readiness reporting, facility staffing, crisis management, website development, and knowledge management per PWS tasks.
- Draft and coordinate DoD executive correspondence, memorandums, briefings, issuances, and operational reports.
- Manage program operations, including scheduling air transportation missions, monitoring schedules, and ensuring 24 / 7 operational support.
- Coordinate interagency and intradepartmental efforts at Deputy Assistant Secretary and Assistant Secretary levels.
- Ensure compliance with deliverables, performance standards (e.g., 100% satisfactory completion), and QASP metrics; facilitate corrective actions from exercises.
- Support knowledge management on Microsoft Teams, shared drives, and classified portals; reconcile plans and procedures.
- Provide leadership for surge requirements, including immediate crisis management implementation and non-standard hours (weekends / holidays).
Qualifications
Education : Bachelor's Degree from a four-year accredited college or university.Experience : Minimum 5 years relevant experience in continuity of operations at the federal agency level; background in DoD civilian, contractor, military, or private sector equivalent; working understanding of National Continuity Policy, NCPIP, FCDs, DoDI 3020.42, DoDI 3020.26 / 3020.44. Prior experience writing / developing COOP plans. Advanced written / spoken English, interpersonal skills; proficiency in Microsoft Office Suite / SharePoint / Adobe Acrobat and information sharing portals.Certifications : Project Management Professional (PMP) required; preferred FEMA Level I / II Professional Continuity Practitioner, Associate / Certified Business Continuity Professional, Certified Emergency Manager, or FEMA National Emergency Management Basic Academy.Security Clearance : Minimum Secret clearance.Other : Ability to work in classified environments; availability for non-standard hours and travel (anticipated 4 times / year).Resume / Application Requirements Summary
