Job description

SUMMARY

Under the direction of the Field Operations Manager, directs and coordinates activities of workers engaged in maintaining, repairing, installing, and relocating of water distribution and wastewater collection facilities by performing the following duties :

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Prioritize, plan, schedule and direct activities of personnel who install, maintain, and repair water distribution and wastewater collection systems, and monitors the status of work in progress.
  • Ensure all work is completed in accordance with City procedures, specifications and standards.
  • Assist in the development of maintenance and repair strategies throughout the water distribution and wastewater collection systems.
  • Create, receive and review work orders through the work order system. Ensure that details, including location, scope of work, materials, labor, photos, and other documentation are entered into the system to close requests in a timely manner.
  • Consult with administrative and engineering personnel, contractors, and other outside agencies including the Trinity River Authority, to coordinate maintenance activities.
  • Ensure tools and equipment are properly maintained and available in safe operating condition.
  • Maintain and keep a secure and adequate inventory of utility parts and materials at Service Center. Maintain a digital inventory of parts.
  • Respond to questions, complaints, and requests for service; meet with members of the community to assess issues and problems; identify and recommend solutions. Ensure resolution is completed satisfactorily and in a timely manner.
  • Produce required daily, weekly, monthly and annual maintenance reports.
  • Assist with the regulatory reporting to Texas Commission on Environmental Quality, Environmental Protection Agency, and other governing entities.
  • Adhere to and enforce all City and department safety rules and procedures.

Regular and timely attendance is required, as well as the ability to get along with others in a professional and cordial manner.

  • Perform other assignments and handle special projects as assigned.
  • Recruit, train, council, and develop staff to better themselves and the department.
  • Represent the department in a professional, courteous and positive manner.
  • SUPERVISORY RESPONSIBILITIES

    Directly supervises employees in this particular area of responsibility. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    QUALIFICATIONS - To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     EDUCATION and / or EXPERIENCE

    High school diploma / GED; and five (5) years of progressive related experience including two (2) years of supervisory experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities to successfully perform the essential functions of the job.

    CERTIFICATES, LICENSES, REGISTRATIONS

  • Class A Commercial Driver's License with tanker endorsement.
  • TCEQ Class C Water Distribution License.
  • TCEQ Class II Wastewater Collection License.
  • Possession of, or ability to obtain, a Class C Groundwater Treatment Operator License within one year of hire.
  • Possession of a Work Zone Traffic Control certification
  • Preferred :

  • TCEQ Class B Water Distribution License.
  • TCEQ Class III Wastewater Collection License.
  • LANGUAGE SKILLS

    Ability to read, analyze, and interpret technical procedures, engineered plans or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

    MATHEMATICAL SKILLS

    Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

    REASONING ABILITY

    Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Able to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

    SPECIALIZED KSA'S

    Demonstrated knowledge of computer applications such as Microsoft Word and Excel. Demonstrated knowledge of municipal water supply and distribution systems; wastewater collection systems; well production and ground water treatment; and their maintenance; and interpretation of engineering plans and drawings. Ability to operate the SCADA system, including the remote operation of facilities and generation of reports.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

The noise level in the work environment is usually moderate.
