Deputy Commissioner for Traffic Operations

The Deputy Commissioner for Traffic Operations is part of the executive leadership team at NYCDOT and responsible for the safe and efficient operation of New York Citys roadways and for implementing key Agency initiatives, including the Vision Zero goal of seeking to eliminate traffic deaths. The Deputy Commissioner oversees the Division of Traffic Operations, with a staff of approximately 900 and an annual expense budget of approximately $500M and 10 year capital plan of $1.2B, managing our core operation of 14,000 signalized intersections, over 350,000 street lights, approximately 90,000 on-street parking spaces, our state-of-the art Traffic Management Center, and Automated Camera Enforcement programs. The Deputy Commissioner is responsible for assisting in the identification and development of short, medium, and long-range strategies to ensure a safety-focused culture, cost-effective traffic operations, on time and on budget delivery of capital projects, and a positive customer experience for drivers, cyclists and pedestrians. The ideal candidate will have a vision for the future of transportation mobility through innovation and technological advancements as well as a vision for the professional management of a large engineering, field operations and administrative support staff. A key focus of the position will be on expanding equity in DOT programs through both internal and external actions. Internally the selected candidate will work to build a diverse and inclusive workforce representative of the city as a whole including through hiring and retention. Externally the selected candidate will work to ensure that all appropriate programs are being delivered where they are most needed, including increased focus on areas where programs have not historically been well represented. The Deputy Commissioner directs and manages all activities of the Division : Signals & Street Lighting, Parking Operations, System Engineering, and Automated Camera Enforcement. Signals & Street Lighting is responsible for determining appropriate intersection traffic controls; the design, operation, construction, and maintenance of electrical traffic control devices at almost 14,000 intersections, including installing Accessible Pedestrian Signals at every signalized intersection; providing and maintaining more than 350,000 lights on streets, highways and parks. System Engineering is responsible for all Intelligent Transportation Systems (ITS) Traffic Management Programs, the Vehicular Traffic Signal Control System, adaptive control applications, and our state-of-the-art Traffic Management Center. ITS uses vehicular information gathered from wired / wireless communications and electronic technology to reduce traffic congestion and improve traffic safety. The NYC ITS / TMC Network is considered one of the worlds largest of its kind and our advanced ITS projects include the Manhattan Midtown in Motion Project, Smart Light Project in Staten Island, and Transit Signal Priority to support improved bus service. Parking Operations oversees the installation, maintenance and collections of almost 14,000 parking meters for approximately 90,000 on-street spaces in the City, operates and maintains off-street parking facilities, manages the parking payment by app program, and generates approximately $260M in revenue. Parking Operations also issues over 50,000 permits annually for persons with disabilities, special use, City owned vehicles and others. Parking Operations is spearheading several critical initiatives, including the roll-out of a Pay by Plate meter program, the development of a comprehensive parking blueprint to better manage the curb on the Upper West Side called Smart Curbs, a retooling of the disability parking permit process and continuing to coordinate the deployment of new electric vehicle charging infrastructure in city owned parking fields and facilities. Modeling and Data Analysis supports the delivery of highly technical traffic simulation models and data analysis deliverable for critical agency projects and programs, including congestion pricing and the Brooklyn Queens Expressway planning. Automated Camera Enforcement oversees the Red Light, Bus Lane, ACE, and Speed Camera enforcement programs, a crucial component of our safety and mobility agendas now issuing approximately 6.4M violations per year. Automated Enforcement programs are continuing to expand to new locations citywide and the agency continues to assess the safety need for new types of programs.

Minimum Qualification Requirements 1. A baccalaureate degree from an accredited college and five years of satisfactory, full-time experience in traffic flow theory; highway capacity analysis; traffic accident analysis; traffic studies; urban transportation planning; geometric design of roadways; planning and design of parking facilities, traffic signs and markings, or traffic signals; citywide traffic surveillance and control; traffic engineering administration; or an acceptable related field. This experience must have included two years in an administrative capacity, managing engineering and technical personnel or a large operations staff; at least two years of the above experience must have been acquired in the United States; or 2. A two-year masters of science or engineering degree (equivalent to 60 graduate credits) in transportation planning, traffic engineering, or a related area from an accredited college and three years of satisfactory full-time experience as described in 1 above, including two years in an administrative capacity, managing engineering and technical personnel, or a large operations staff; at least two years of the above experience must have been acquired in the United States; or 3. Education and / or experience equivalent to 1 or 2 above. However, all candidates must have at least two years of experience in an administrative capacity, managing engineering and technical personnel, or a large operations staff; at least two years of the required experience must have been acquired in the United States.

Possession of a valid New York State License as a Professional Engineer. Significant experience directing, on an overall executive level, the development and maintenance of an extensive, technical system of street markings, traffic signals, street lights, signs, parking meters and municipal / street parking. Previous experience directing and administering the design, engineering support / review and quality control of multi-million dollar traffic capital projects. Proven ability to develop and lead strategic traffic engineering initiatives that promote multi modal mobility in a large urban setting. Thorough familiarity with the planning and administration of all aspects of effective traffic flow facilitation and congestion mitigation. Executive level experience directing, deploying and expanding state-of-the-art fiber optic installations, wire / wireless communications, automated enforcement camera programs and electronic technology to reduce traffic congestion and improve traffic safety. Ability to provide operational leadership and ensure an engaged Traffic Operations workforce though a variety of agency projects regarding safety, continuous improvement and customer satisfaction in the implementation of the Mayors Vision Zero safety initiative goals.

New York City residency is generally required within 90 days of appointment.
