Police Officer

The Police Officer is responsible for protecting life and property through the enforcement of laws and ordinances within the assigned jurisdiction. This role involves the suppression and detection of crime, apprehension of law violators, and the general enforcement of laws and ordinances. Officers work according to department rules and regulations and are assigned to various duties based on department needs.

Essential Job Functions (Illustrative Only) :

  • Enforce laws and ordinances to protect life and property within the designated jurisdiction.
  • Suppress and detect criminal activity through patrols, investigations, and proactive measures.
  • Apprehend law violators and ensure proper documentation and processing.
  • Respond to calls for service, including emergencies, disturbances, and criminal incidents.
  • Complete reports, maintain records, and document activities and incidents accurately.
  • Work collaboratively with other officers, departments, and community members to maintain public safety.
  • Follow department rules, regulations, and procedures while performing all tasks.
  • Attend training, meetings, and other professional development activities as required.
  • Maintain physical and mental readiness to respond to various law enforcement situations.

Work Schedule and Supervision :

  • Assigned to a designated shift based on department needs.
  • Receive work assignments, instructions, and supervision from a superior officer.
  • Work methods and outcomes are reviewed by a superior officer through reports, inspections, and discussions of job-related issues.
  • Knowledge, Abilities, and Skills :

  • Knowledge of Police Practices : Understand current police methods and procedures, as well as first-aid principles and the ability to apply them effectively in emergencies
  • Legal Knowledge : Ability to learn and apply the rules and regulations of the Police Department, federal and state laws, and city ordinances.
  • Familiarity with Criminal Law : Knowledge of the physical and social characteristics of the City, with a focus on criminal law, including the procedures for apprehension, arrests, and the admissibility of evidence
  • Emotional Control and Impartiality : Ability to manage personal emotions, maintain impartiality, and remain calm in emergency situations.
  • Investigation Skills : Ability to gather information through interviews, interrogations, and observations to solve cases effectively.
  • Attention to Detail : Strong memory and attention to detail for names, faces, and incident specifics to ensure accuracy in investigations.
  • Communication and Comprehension : Ability to understand and follow complex oral and written instructions and prepare clear, comprehensive reports.
  • Physical Stamina : Ability to work long hours and endure the physical demands of police work.
  • Public Interaction : Ability to engage with the public courteously and effectively, fostering positive community relations.
  • Firearm Proficiency : Skilled in the proper use and maintenance of firearms.
  • Physical Abilities Test (P.A.T.) :

  • Applicants for the sworn (Police Officer) position must complete a Waiver of Liability and Consent Form (ref. PowerDMS) and undergo a Physical Abilities Test (P.A.T.) as part of the background process before being appointed to probationary status.
  • The P.A.T. is a required component for all applicants seeking employment as a Police Officer or Police Officer Recruit (POR) with the City of Titusville.
  • The P.A.T. requirements are job-related and nondiscriminatory.
  • Education & Experience :

  • High School degree or GED is required, prefer an Associate degree in Criminal Justice. Shall have successfully completed a Florida Basic Law Enforcement Academy or Equivalency of Training (for Out of State transfer) and have passed the State Officers Certification Exam (through FDLE). A combination of education and experience may be considered.
  • Special Requirements :

  • Possession of a valid Florida operator's driver's license without restrictions other than corrective lenses.
  • Must reside within a fifty-mile radius of the City of Titusville.
  • Successfully complete psychological and polygraph tests, fingerprinting, driving record check and background check. Must have telephone in home residence.
  • Subject to emergency call-out during off-duty hours and on weekends as required.
  • This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City's current Drugs and Alcohol policy.

    Physical Requirements :

  • Must be able to move 150-pound objects up to 100 feet in an emergency.
  • Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, kneeling, crawling, running, standing, sitting, walking, and operating motor vehicle for prolonged periods of time; climbing obstructions, complete mobility of all limbs and discharging firearms; operating motorized vehicles; lifting and pushing.
  • Must be able to run extended distances and apprehend fleeing suspects.
  • Additional physical abilities required :
  • Speaking : Expressing or exchanging ideas by means of the spoken English word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing : Particularly for sustained periods of time.
  • Stooping : Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking : Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity : Have visual acuity to operate motor vehicles, include close vision, distant vision, color vision, depth perception, and the ability to adjust focus. Must possess the visual acuity distinguish details and differences when observing people, places, or things in law enforcement work.
  • Walking : Moving about on foot to accomplish tasks, particularly for long distances. Including ability to walk in uneven terrain on a daily basis.
  • Running : Must be able to run extended distances and apprehend fleeing suspects.
  • Climbing : Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and / or hands and arms. Body agility is emphasized.
  • Feeling : Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Grasping : Applying pressure to an object with the fingers and palm.
  • Handling : Holding, or otherwise working, primarily with the whole hand.
  • Hearing : Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling : Bending legs at knee to come to a rest on knee or knees.
  • Lifting : Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Mental Acuity : Ability to make rational decisions through sound logic and deductive processes.
  • Pulling : Using upper extremities to exert force in order to draw or haul objects in a sustained motion.
  • Reaching : Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion : Substantial movements (motions) of the wrist, hands, and / or fingers.
