Position Overview :
The Grants Manager is responsible for the comprehensive planning, administration, compliance monitoring, and reporting of federal grant awards-particularly SAMHSA-funded programs supporting the 988 Suicide & Crisis Lifeline. This role provides technical expertise and guidance throughout the full post-award grant lifecycle, coordinates reporting efforts, supports cross-departmental collaboration, and ensures strict adherence to federal regulations and organizational policies. The Grants Manager also supervises the Grants Specialist and serves as a key liaison between internal stakeholders and federal funding agencies.
Duties / Responsibilities :
- Oversee the full lifecycle of SAMHSA and other HHS-funded federal grant awards, including proposal amendments, performance reporting, and project closeouts in compliance with 45 CFR Part 75.
- Supervise the Grants Specialist, providing ongoing guidance, training, and oversight to ensure timely, compliant execution of grant deliverables.
- Interpret and apply federal regulations, including 45 CFR Part 75 and 2 CFR Part 200, to ensure alignment between federal requirements, agency-specific guidance, and internal policies.
- Serve as the primary liaison between the organization and federal agencies for post-award grant administration, ensuring timely communication and issue resolution.
- Develop and maintain internal systems for tracking federal award timelines, deliverables, budgets, and required documentation.
- Review and approve submissions of required grant reports and amendments, ensuring accuracy, completeness, and compliance with all statutory and regulatory requirements.
- Monitor allowable costs, budget performance, and spending thresholds to prevent disallowed costs or overspending; coordinate award modifications as needed.
- Collaborate with Finance to ensure financial reporting aligns with grant terms and conditions under 45 CFR Part 75, including indirect cost application, budget narratives, and cost principles.
- Provide technical assistance and training to internal teams on the application of 45 CFR Part 75, including subrecipient monitoring, procurement standards, and internal controls.
- Oversee procurement and contract management activities related to grant-funded projects to ensure compliance with federal procurement standards outlined in 45 CFR Part 75 and organizational policies.
- Review, approve, and monitor vendor contracts, consultant agreements, and subrecipient arrangements tied to federal grants; ensure timely execution and fulfillment of contractual obligations.
- Collaborate with Legal, Finance, and Program teams to resolve procurement issues, amendments, or contract disputes and to maintain accurate contract documentation.
- Disseminate updates related to federal compliance changes, including revisions to HHS or SAMHSA-specific guidance, and assist departments with interpreting and operationalizing those changes.
- Maintain a comprehensive repository of grant documentation, including prior submissions, award notices, policy references, procurement records, and audit-ready files.
- Lead or support internal audits, funder reviews, or monitoring visits as they relate to federal grants compliance and procurement oversight.

Bachelor's degree required; Master's preferred (e.g., MPA, MPH, MSW)7-10 years managing federal government grants, including post-award and complianceStrong knowledge of 45 CFR Part 75 and 2 CFR Part 200 regulationsExperience supervising grant teams or specialistPhysical Requirements :
