Responsibilities
Assist the Division Engineer in carrying out statutory duties in Water Division Five, including acting as Division Engineer in their absence.Ensure integrity of the Prior Appropriations Doctrine while maximizing beneficial use of water.Coordinate the regulation of water within the Division and consult with the Water Court.Resolve disputes that exceed the abilities of Water Commissioners and prepare expert witness reports.Negotiate or provide expert engineering support / testimony for litigation to protect existing water rights.Prepare water rights tabulations, abandonment lists, and non?jurisdictional dam and stock tank approvals.Track and review spending activities, approve overtime requests, and manage capital purchase plans.Supervise assigned staff, manage human?resource tasks, and oversee hiring and onboarding of vacancies.Provide public outreach, including presentations, to explain Colorado water law and conservation plans.Qualifications
Current, valid licensure as a Professional Engineer (PE) from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.OR current valid licensure as a Professional Engineer in the United States, with ability to obtain Colorado licensure within six months of hire.Three (3) years of professional experience in an occupational field related to water resources, one (1) year of which must have been as a licensed PE.Knowledge and experience with Colorado water rights and water law.Experience with water resource engineering, diversion, and measurement of surface water.Experience managing programs and staff, and assisting customers / public outreach.Preferred Qualifications
