This position ensures compliance with federal regulations regarding timely and accurate project closure, analyzing project data and documentation, and assisting with error corrections.

Anticipated salary : $2,058.10 biweekly

Your specific responsibilities :

Conduct financial analyses of federal projects and related financial projects for all funding sources and make the final billing adjustments to close the federal projects in the Federal Program Management (FPM) system and Federal Highway Administration's (FHWA) Fiscal Management Information System (FMIS). Reconcile the participating and nonparticipating costs for expenditures, retainage and revenue in the Project Cost Management Subsystem (PCM) to FPM by federal fund. This analysis includes, but is not limited to, coordinating authorization requests with the Districts and the Federal Aid Management Office (FAMO). It also includes the analysis of eligible indirect costs specific to the federal project and related financial projects.

Analyze and monitor the corrections of the Project Cost Errors (PCEC) in PCM for all Districts as well as all Central Offices. Complete corrections in PCM for Central Office errors. At a minimum, submit a weekly request for the creation of the correction file and submit it to the State's accounting system for processing.

Track federal projects submitted to the Office of Comptroller in a Ready Final Voucher status and ensure timely closing of federal projects. Maintain the Final Voucher (FV) system with current information related to each assigned federal project. Assist in system / procedure documentation requests for the PCM / FV team, including but not limited to, special studies and analyses for the Department's project cost function and regular monthly / quarterly reports related to the position.

Analyze and validate the data for the Warehouse-Materials and Supplies Inventory (MSI) and Mobile Equipment (MEQ) cost distributions. Coordinate with the District, Central Office and the Financial Management Office Systems Support Section for any corrections, as needed, of the data and the submittal of the distributions to the State's accounting system. Analyze and correct any batch input errors resulting from the cost distributions for MSI and MEQ.

The successful candidate will have the following required knowledge, skills, and abilities :

Knowledge of :

  • Basic accounting and budgeting principles.
  • Microsoft Office, Word, Excel, PowerPoint

Skills in :

  • Working and testing an accounting system.
  • Performing work that requires a high level of attention to detail.
  • Ability to :

  • Prepare and maintain a variety of accounting records and reports.
  • Interpret, analyze and reconcile accounting data.
  • Formulate accounting system requirements and develop testing methods to verify accounting system components.
  • Understand and apply applicable rules, regulations and policies.
  • Use sound judgment and work independently.
  • Work in a team environment with shared tasks and maintain effective working relationships with others.
  • Work timely and accurately under pressure and handle difficult situations.
  • Communicate effectively both verbally and in writing.
  • Utilize problem solving techniques and analyze processes for best practice methods.
  • Minimum qualifications :

  • Two years of work-related experience in accounting or auditing related field. A college degree in a business-related field can be substituted on a year-for-year basis for the required experience.
