The Director of Pre-Development & Construction is responsible for all Pre-Development, Due Diligence, Permitting, and Construction activities in a rapid growth team environment building new Medical Facilities across the United States. This position is responsible for applying effective management techniques to ensure timely predevelopment and construction activities while ensuring coordination and communication across all stakeholders for both on and offsite work and completion. Recommends and maintains a network of highly effective and competitive contractors and manages ongoing construction & project budgets to ensure successful and timely completion.
This role is part of a larger coordinated department that fully integrates ongoing Development activities with the real estate, design, construction, and planning teams to ensure program requirements are documented, options are developed, and the best solutions are executed. This role also holds responsibility for understanding key business drivers and developing both short and long-term efficiency strategies based on sound financial and operational needs.
The Construction Pre-Development Project Manager is responsible for all aspects of preconstruction services including site due diligence, zoning verification and process, site surveys and testing, entitlements, and permitting. They ensure that potential locations are streamlined and efficiently executed through the preconstruction process in preparation for handoff to Design and Construction. A strong understanding of due diligence and entitlement work regarding greenfield and brownfield locations in development or healthcare is preferred.
LOCATION : Multi-state travel required, 25-50%, Remote based Responsibilities
- Coordinate and work in tandem with Real Estate to review potential locations, work letters, and determine timeline and feasibility.
- Develop scope and budget for due diligence and preconstruction activities
- Assist with initial site due diligence and entitlement tasks for potential locations.
- Prepare and participate in Real Estate proposal presentations for project acquisition.
- Form / maintain relationships with partners, civil, architectural and engineering firms and subcontractors to help navigate new location builds.
- Develop team approach with Clients (Partners, Real Estate, Construction, Architect, Engineers, Consultants, Subcontractors, etc.)
- Prepare and maintain Project Directory of project stakeholders per region and partner.
- Coordinate initial site due diligence with Partner’s preferred resources and intel.
- Define and establish team member responsibilities, communication, and administrative procedures for the team during preconstruction phase
- Conduct Preconstruction Progress Meetings and prepare and distribute meeting minutes
- Prepare Preconstruction Status Reports for Owner / Architect
- Assist RE Development Team with preparation of preliminary project schedule and budget
- Prepare Preconstruction Schedule (design activities, estimate activities, estimate review activities, GMP preparation / review / approval activities, permitting activities, etc.)
- Prepare preliminary Pre-Development task list and budget (indicating long lead items, shop drawings preparation durations, etc.) indicating early design phase document awards as necessary
- Manage Due Diligence and Preconstruction Budget / Costs :
- Prepare / negotiate preconstruction agreements
- Prepare preconstruction invoices / billings
- Organize and lead the transition meeting between the project real estate, design and construction team.
- Hold follow-up meetings with project operations team to gather feedback as to what was done right and what was done wrong during preconstruction (i.e., Estimating / Preconstruction Lessons Learned)
- Create / maintain database of Lessons Learned during preconstruction of specific projects for use on later projects
Required Skills
Bachelor’s degree in Engineering, Construction Management, or an applicable disciplineMinimum of 7 years working for a Developer or other National Retailer performing preconstruction duties.Strong knowledge of project management software like Procore and Ingenious.BuildSoftware skills : Proficiency in MS Project, Word, Excel, etc..Exceptional analytical, numerical, and presentation skills with the ability to interpret data and communicate insights clearlyProven leadership and communication abilities with strong organization, time management, and a collaborative, team-first mindsetProficient in reading and interpreting plans, specifications, and construction documentation.
