Job description

Contract Specialist

Help advise the District Chief of Contracting on the personnel resources to be devoted to particular programs or to individual functions. Develop plans for achieving and evaluating office performance against Army or USACE established goals. Develop and / or advise on the best means for enhancing participation of small business in contracts. Serve as an advisor to the District Chief of Contracting and other key officials in all aspects of contracting. Participate in operational planning with top management and key operating officials. Represent the District Chief of Contracting in contacts with outside activities such as DoD agencies, Small Business Administration, and state regulatory agencies. Oversee the processing of contract claims and disputes arising under the Contract Disputes Act. Oversee and may participate in negotiations for contract modifications for work outside the scope of the contract.

This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. The DoD is adopting a single level of certification with foundational training and an examination (DoD Contracting Professional Certification Program). You must obtain this certification within 24 months. As a Contracting Officer (KO) the required Warrant must be obtained within 3 months. Must be able to obtain and maintain a Secret Clearance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist : Degree : Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Minimum Qualifications for the GS-13 : Specialized Experience : One year of specialized experience which includes performing pre-award, post-award, contract price / cost analysis and negotiations for Construction, Operations and Maintenance (O&M), Services, Supplies or Architect Engineering (A-E) projects.

Time in Grade Requirement : Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Foreign Education : If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial / probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Contracting Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. When you perform a Civilian Permanent Change of Station (PCS) with the government, the Internal Revenue Service (IRS) considers the majority of your entitlements to be taxable. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
