Program Coordinator, Basic Needs

Under general supervision, the Program Coordinator, Basic Needs performs a full range of administrative, programmatic and technical duties in support of the Student Basic Needs Program and the Basic Needs Center at Ohlone College. This position oversees the daily operations of the Ohlone Pantry / Basic Needs Center and serves as the primary point of contact for students in need of food, housing, hygiene needs, transportation support, and other off-campus basic needs resources.

The Basic Needs Coordinator connects students facing housing insecurity with community and county resources to help mitigate immediate and urgent housing insecurity needs and coordinates assigned functions, activities, and services of the basic needs program. This position provides students, staff, and others with specialized information, training, and assistance related to students' basic needs (food, housing, transportation, and / or off campus resources), coordinates with campus and community organizations to obtain basic needs resources for students to promote student success, retention, and completion; and performs a full range of the more complex program support and clerical assistance duties in support of the basic needs program area.

Coordinate the functions, activities, and services of the Basic Needs Center and supports the Ohlone Pantry's programs, including Farmers Markets and events.

Provide students, staff, and community members with information, training, and assistance related to students' basic needs including food insecurity, housing insecurity, homelessness, and / or related off campus resources.

Conduct individualized, solution-focused assessment and case management; develop recommendations for students in need.

Coordinate and lead the development and implementation of goals, objectives, policies, and priorities for CalFresh and other local public assistance programs related to Basic Needs.

Coordinate college-wide food pantry efforts; coordinate staffing; provide work guidance to volunteers and student workers; order, receive, stock, and distribute food items; and maintain food quality control.

Develop and coordinate with appropriate college programs, personnel, community partners, non-profit organizations, and government agencies.

Monitor grant allocations and implement programs in accordance with grant specifications; collect and compile data to demonstrate compliance with specific grant terms and ensure submission of required reports.

Develop and coordinate plans to identify and provide outreach to students, including nontraditional students and serve as the lead contact for Basic Needs campus wide.

Maintain yearly calendar of events. Collaborate with various campus offices and community organizations to coordinate activities, workshops, and other schedules.

Establish and maintain records including student records; maintain complex, interrelated filing systems; and maintain confidentiality of information.

Participate in the collection of data and preparation of program reports related to activities, expenditures, and student outcomes associated with basic needs and retention.

Supervise and train student workers and volunteers as required.

Coordinate meetings and facilitates communication among students, advisory committees, and other program participants and community partners.

Prepare reports and make presentations on campus and at local and state level workshops and conferences.

Work at more than one District site, as needed.

Demonstrate sensitivity to and respect for the diverse academic, socio economic, cultural, disability and ethnic backgrounds of the Colleges' students, faculty, staff and community.

Effectively engage and support historically disproportionately impacted groups by addressing issues of equity and improving culturally responsive service-oriented practices. Perform related duties as assigned.

Basic needs programs and best practices in serving disproportionately impacted populations;

General office software and equipment.

Understand and follow oral and written instructions;

Interpret, apply, and explain policies, procedures, and regulations regarding the basic needs program;

Operate office machines including a computer and applicable software;

Analyze situations accurately and adopt an effective course of action;

Prepare and deliver oral presentations and a variety of correspondence;

Research, analyze, and evaluate service delivery methods and techniques;

Train and provide direction to personnel;

Assign and review the work of others;

Communicate effectively both orally and in writing;

Establish and maintain cooperative and effective working relationships and effectively serve students;

Use marketing strategies to promote workshops, programs, and support services;

Use general office software and equipment to develop work schedules, presentation materials, reports, aggregate data, organize events, and communicate with District staff.

Demonstrate understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty, and staff;

Perform difficult and complex program support work accurately and with use of independent judgment;

Interpret, apply, and explain applicable federal, state, and local laws, rules, regulations, ordinances, and District policies; and procedures relevant to assigned area of responsibility;

Develop and present informational workshops and presentations;

Coordinate and oversee assigned administrative, budgeting, and fiscal reporting activities;

Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner;

Evaluate and develop improvements in operations, procedures, policies, or methods;

Research, analyze, and evaluate new service delivery methods, procedures, and techniques;

Prepare, review, and present reports and other correspondence and communications in a clear and concise manner;

Maintain accurate databases, records, and files;

Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines;

Effectively use computer systems, software, and modern business equipment to perform a variety of work tasks;

Use English effectively to communicate in person, over the telephone, and in writing;

Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines;

Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work;

Effectively use data to inform the development support services and student in-reach;

Maintain a valid Class C California driver's license;

Effectively organize department in-reach according to student support needs;

Ensure that in-reach communications and departmental services are sensitive to and exhibit an understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college employees and students;

Develop and maintain collegial relationships with District staff and external agencies to develop student support services, organize departmental operations, and develop methods to extract data;

Communicate effectively, orally, and in writing.

Any combination equivalent to : Bachelor's degree and two years of experience in a related field. AND Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.

Demonstrated proficiency in strategies, practices, and approaches that effectively meet the needs of community college students, including vulnerable populations, such as foster youth, people with disabilities, and people experiencing housing and food insecurities.

Thorough understanding of Basic Needs as defined by California Assembly Bill 132.

Evidence of responsiveness to and understanding of the impact that discrimination, racial trauma, situational trauma, anti-blackness, anti-immigrant, imposter syndrome, stigma, cultural mistrust, and feelings of isolation has on the mental health and well-being of community college students.

Demonstrated ability to work independently and ensure program objectives and state deadlines are met with minimal supervision.

Demonstrated experience in program development, program management, and implementation.

Demonstrated experience in complex budgeting, fundraising, and state reporting.

Exceptional ability to communicate with a broad range of stakeholders at institutional, district, community, and state levels.

Preferred experience in hiring, training, and supervising student employees
