Job description

Program Support And Execution Coordinator

Summary : The Program Support And Execution Coordinator provides a broad range of analytical, technical, and administrative services in support of the Assessment And Monitoring Unit (AMU), Office Of Training / Antiterrorism Assistance (T / ATA), Bureau Of Diplomatic Security (DS), U.S. Department Of State efforts to assess, monitor, and provide information for developing and managing appropriate training and assistance programs for recipient countries. This position will provide subject-matter expertise and professional program and administrative support for the unit's daily assessment, monitoring, and evaluation activities to include planning and logistics, data collection, technical research, analysis, editing, and reporting. The ability to travel internationally to austere and high-threat posts is required.

Responsibilities

Essential Job Functions :

  • Assist AMU Program Coordinators, Division Chief, and Monitoring and Sustainment Coordinator with tasks associated with the preparation, execution, and finalization of travel to foreign countries to evaluate counterterrorism capabilities of selected law enforcement entities that receive U.S. foreign security assistance and training.
  • Travel to identified foreign countries to conduct on-the-ground assessment of counterterrorism capabilities for designated host-nation law enforcement units, and structured monitoring interviews of senior security interlocutors in coordination with DS / T / ATA and CT personnel.
  • Review and analyze information contained in available databases internal and external to DS / T / ATA and open-source information on current and emerging regional terrorism trends; assist AMU personnel in developing strategic context and justification for proposed travel.
  • Assist in the development and implementation of standard operating procedures (SOPs) used to improve efficiency of identified tasks.
  • Provide professional support in the design, development, and use of assessment, monitoring, and evaluation strategies and instruments; draft reports with analysis and recommendations for associated assessment and monitoring activities.
  • Interview U.S. embassy personnel, program planners and implementers, subject matter experts, instructors, training participants and supervisors, interagency stakeholders, and other designated personnel; compile notes, photographs, and associated information for inclusion in final trip reports.
  • Respond to and complete data requests for assessment and monitoring field work; updates the AMU trip tracker to reflect status of AMU personnel.
  • Assist with pre- and post-field work activities to include data capture, compilation, and analysis; confirmation of available funding for AMU travel and sending / receipt of funds to embassies in advance of and AMU arrival; document editing and uploading final products to the AMU document library.
  • Conduct briefings and actively participate in meetings, working groups / committees, interviews / focus groups, conferences, and ad-hoc sessions; captures and distributes detailed meeting notes and minutes.
  • Support proper security protocol and oversee the proper storage and handling of classified documents and the destruction of classified materials, as directed.
  • Prepare and / or edit reports and other general office documents and materials; may serve as a technical team or task leader.
  • Performs other related duties as assigned.

Qualifications

Necessary Skills And Knowledge :

  • Must be familiar with evaluating programs based on stated objectives.
  • Must possess excellent oral and written communications skills.
  • Must possess superior interpersonal and cross-cultural skills to interact with senior US and foreign government officials up to the ambassadorial / ministerial level; exchange or convey information in a foreign-language environment; receive work direction; assign, coordinate and monitor the work of others; and interact effectively with co-workers, supervisors, colleagues from other US and recipient nation agencies, and the general public both in the US and abroad.
  • Must be able to work outdoors and / or in a tactical environment for up to 4 hours per day.
  • Must be able to work under ever-changing and unpredictable conditions on a day-to-day basis.
  • Must be organized, able to work independently or in group settings, and handle multiple tasks simultaneously; experience operating and maintaining databases.
  • Maintain professional competence and specialized knowledge base by keeping abreast of emerging terrorism and security trends in overseas settings.
  • Proficient in the use of Microsoft Office Suite applications (MS Word, PowerPoint, Excel, Outlook, Teams, and SharePoint).
  • Minimum Qualification :

  • Bachelor's degree in a related field (e.g., criminal justice, international relations, or business), or equivalent education, training, and certifications.
  • Certifications relevant to the role are a plus but not required.
  • At least 10 years of directly related experience.
  • Experience using AI-based tools (e.g., ChatGPT) for research, content creation, and prompt engineering a plus.
  • Experience working with statistical and data visualization software a plus.
  • Preference is given for familiarity with Department of State, U.S. embassy, and Regional Security Office (RSO) operations; law enforcement experience, extensive relevant overseas experience, and experience working jointly on multi-agency projects or programs.
  • Preference is given for familiarity with curriculum design / development and experience in adult training programs with duties that included developing training objectives and programs, and / or student and instructor materials, and / or adult student exercises.
  • Must be able to travel as a passenger in fixed-wing propeller aircraft, helicopters and tactical vehicles.
  • Must be willing and able to travel internationally and support operations in remote or austere environments, which may involve limited access to emergency services and healthcare infrastructure. Reasonable accommodations will be provided in accordance with applicable laws.
  • Must be a U.S. citizen with a valid U.S. passport and possess or obtain / maintain a SECRET-level security clearance.
  • Preferred Qualifications :

  • Knowledge of State Department administrative management, international politics, or law enforcement, travel coordination and events preparation are preferred qualities.
