Why does the job exist?

The Office of Internal Oversight Bureau oversees all governance, risk, and control duties for the agency. The Governance, Risk and Compliance Manager will directly oversee multiple positions that include internal audit functions, external and internal risk, and compliance analysis. Audits may include activities such as operational, compliance, and IT general controls audits in accordance with standards, statutes and regulations.

How does it get done?

The Governance, Risk and Compliance Manager provides guidance and counsel to the agency CIO and executive management to define objectives for information security.

This position :

  • Will be the primary party to oversee all governance, risk, and control duties for the agency.
  • Participates in the development and implementation of effective policies and practices to secure protected and sensitive data and ensure information security and compliance with relevant legislation and legal interpretation.
  • Supports the development of agency policies, processes and control techniques to address information security requirements and standards.
  • Exercises full management responsibility for the Office of Internal Oversight team (5 Full Time Employees), including recruiting, hiring, training, developing, evaluating, and setting priorities.
  • May be delegated the Taxation and Revenue's (TRD) IRS Disclosure Officer and / or SRCA Records Custodian duties.
  • Will provide guidance to maintaining adequate security over the extremely sensitive information stored in GenTax and Tapestry, which is essential to TRD's mission.

Ideal Candidate

A Bachelor's Degree in any field of study from an accredited college or university and ten (10) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and / or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience including but not limited to the following experience :

  • Overseeing internal audit activities such as operational, compliance, and IT general controls audits in accordance with standards, statutes and regulations.
  • Overseeing annual risk assessments and developing internal audit plans.
  • Advising and assisting management with procedures, controls, third-party assurance, and monitoring activities.
  • Developing and implementing effective policies and practices to secure protected and sensitive data and ensure information security and compliance with relevant legislation and legal interpretation.
  • Managing a team of up to five FTE, including recruiting, hiring, training, developing, evaluating, and setting priorities.
  • Managing deadlines and projects using project management tools
  • Overseeing the governance, risk, and compliance platforms
  • Minimum Qualification

    Bachelor's Degree in a relevant field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience

    Employment Requirements

    Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting / payment. Employment is subject to pre-employment criminal background check to include fingerprint checks and is conditional pending results.

    Working Conditions

    Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Must be able to lift 25 lbs. Occasional but essential working in loud noise areas. Required to frequently meet deadlines with severe time constraints. Frequent multiple demands from several people. Travel in state, depending on business need (not to exceed 20%).
