Our client, The Arc of Essex County, Inc., is seeking a full‑time Chief Financial Officer to join their team. This position will transition from the current CFO, who is retiring in January 2026. The role is based on‑site at their Livingston, NJ office and reports directly to the CEO.

Job Summary

The CFO is a strategic leader responsible for overseeing the financial health and sustainability of the $40 Million non‑profit 501(c)(3) organization. Working with the CEO and executive leaders, the CFO plays a critical role in aligning financial strategy with mission delivery, acting as the liaison and staff support to the Audit, Investment, and Finance Board committees, and directly overseeing Finance, Asset Management, and Compliance.

Responsibilities

Finance

Oversee cash flow planning and ensure availability of funds as needed.
Oversee and monitor cash, investments and asset activity.
Oversee financing strategies and activities as well as banking relationships.
Develop and utilize forward‑looking, predictive models, metrics and activity‑based financial analyses to provide insight into the organization’s operations and business plans.
Create and provide key financial productivity measures to analyze agency operations and support strategic decisions.

Planning, Policy and Stakeholder Relations

Participate in the development of plans and programs, providing strategic financial input and analysis.

Oversee the development, management and monitoring of agency budgets.

Develop financial business plans and forecasts; identify and recommend organizational improvements.

Participate in strategic policy development as a member of the executive management team.

Engage the Audit, Finance and Investment committees of the Board in policy development and implementation.

Prepare reports, agendas and organize committee meetings as per the bylaws; attend Board meetings.

Remain up to date on nonprofit audit best practices including state and federal regulations regarding nonprofit operations; make recommendations for improvements to agency operations.

Accounting and Administration

Oversee the Finance Department to ensure proper maintenance of all accounting systems and functions; directly supervise the Senior Director, Finance / Controller.

Ensure maintenance of appropriate internal controls, financial procedures and compliance requirements.

Monitor the financial activity of the organization to ensure effective collection and utilization of assets and control of expenses.

Ensure timeliness, accuracy and usefulness of financial reporting for federal, state and local funders, and grantors; oversee the preparation and communication of financial statements.

Ensure the timeliness, accuracy and usefulness of operational reports and metrics.

Coordinate audits, filing of tax returns, and other local, federal and state reports as required.

Ensure legal and regulatory compliance regarding all financial, accounting and billing functions.

Ensure the system for consumer finance is operating appropriately, trust funds are safeguarded and that entitlements for our service individuals remain authorized.

Assets, Risk and Contract Management

Oversee the acquisition, disposition and rehabilitation of agency assets.

Oversee contract management system and contract guidelines (excluding teacher contracts in HR).

Directly supervise the Senior Director, Asset Management and related functions of the Department including maintenance, repairs, major capital projects, transportation equipment.

Manage all aspects of the Risk Management Plan; ensure adequate and relevant insurance and related protections for the agency and affiliated organizations including :

Broker selection and coordination

Facilitating all insurance renewals and options

Ensuring follow‑up on claims management and litigation strategies / outcomes

Compliance

Oversee the Sr. Director of Finance and the Compliance Department and related functions.

Oversee the development and implementation of procedures and protocols to ensure all government compliance requirements are appropriately addressed.

Oversee the development and implementation of a metric‑based electronic data management and reporting system (dashboard) to measure and monitor compliance activities of all agency operations.

Qualifications

Education and Experience

BS in accounting, finance, or business; CPA or MBA preferred.

10 years of recent experience in NFP accounting / auditing.

5‑10 years managing finance operations at a Controller or CFO level for a large ($30 million+) NFP or private company.

5 years experience in financial management and planning for multiple business lines in a mission‑oriented enterprise.

Demonstrated ability to partner with CEO / Operations on business / program development projects.

Required Skills and Abilities

Ability to provide balance and insight from financial, operational and mission perspectives.

Deep knowledge and understanding of not‑for‑profit accounting and audit practices, including public and private funding and grant accounting, compliance and reporting.

Advanced skill in the use of accounting and related software (MIP or similar).

Familiar with NJ government agency funding systems (DHS, DCF, DOE).

Familiar with NJ Medicaid Provider of Services billing and compliance requirements.

Excellent written and oral communication skills; ability to relate to multiple and varied stakeholders.

Demonstrated leadership ability, team management, and interpersonal skills.

Excellent analytical, abstract reasoning and organization skills; effective decision‑maker.

Certificates, Licenses, Registrations

Become and remain certified in required agency trainings. Meet and maintain local, state, and federal regulation compliance requirements.

Pay Range

$175,000 – $175,000 USD
