We are seeking a dynamic Principal Policy Analyst to support the Office of the Under Secretary of Defense. The Policy Analyst will support Personnel and Readiness, Joint Assessment and Enabling Capability (JAEC), with technical, analytical, and administrative expertise. This role plays a critical part in policy operations, DoD issuances, training programs, and strategic readiness initiatives.

Responsibilities

  • Provide managerial, knowledge transfer, educational, and training support to OUSD P&R and its Directorates.
  • Serve as a Subject Matter Expert (SME) to advise senior OASD(R) personnel on specialized, short-term, and strategic policy needs.
  • Identify, scope, and implement strategic programs and initiatives, including long-range planning.
  • Develop Programs of Instruction (POIs), training curricula, reports, and materials across various systems, processes, and mission tasks.
  • Conduct research and analyses to support DoD finance, budget, statistics, and readiness data.
  • Contribute to studies and recommendations regarding training, readiness, and learning science requirements across DoD, Joint, interagency, and allied organizations.
  • Plan and support demonstrations, proof-of-concept events, and training activities for OUSD P&R.
  • Assist with organizational design, assessments, and operational refinement across the P&R portfolio.
  • Drive organizational change management efforts, including capability gap analysis, design sessions, and success metrics development.
  • Ensure confidentiality and discretion when working with sensitive defense policies and initiatives.
  • Other duties as assigned.

Requirements

  • Active Secret Clearance required. Top Secret (TS / SCI) preferred.
  • Bachelor’s degree in English, Journalism, Policy, or related field (or 4 additional years of relevant work experience in lieu of a degree).
  • 10+ years of experience in training, education, or related fields, preferably supporting OUSD.
  • Strong understanding of OASD(R) operations, DoD finance practices, readiness policies, and military training / education structures.
  • Advanced communication, writing, editing, and analytical skills.
  • Proficiency in Microsoft Office and SharePoint.
  • Preferred Skills

  • Advanced degree in Political Science, Government, or related discipline.
  • Experience supporting executive-level leadership in a military / government environment.
  • Familiarity with military education and training policies.
  • Knowledge of Government-wide training strategies.
  • CATHEXIS offers competitive compensation packages to all eligible employees. Our goal is to provide a compensation package that reflects the value you bring to our team, is competitive with market rates, and promotes your financial security and personal well-being. The annual salary range for this role is $180,000 to $195,000. Please note that the salary information provided is a general guideline. CATHEXIS considers various factors in its final offer, including location, qualifications, experience, and skills.
