The Validation Operations Director is responsible for overseeing the Validation Survey operational processes on all Survey and Technical Assistance contracts. As a subject matter expert (SME) in the area of acute care, this person is responsible for maintaining current fluency on all Centers for Medicare and Medicaid (CMS) Medicare requirements related to acute care and ensuring the HMS staff is aware of revisions to requirements, training required, and how changes to CMS Medicare requirements impacts the operations of HMS survey and technical assistance contracts. The Validation Operations Director also assists in business development by identifying potential contract opportunities and by participating in contract procurement processes during to grow business for HMS.
Responsibilities / Duties :
- Identifies, interviews, and recommends surveyor candidates for hire. Provides oversight to HMS OSP / State Contract surveyors doing validation surveys. Including completion of periodic performance evaluations, coaching, and counseling as required in conjunction with the HMS Human Resources Department.
- Assists with onboarding and survey orientation process for newly hired HMS surveyors in collaboration with other Survey Division management.
- Serves as the technical assistance contact for Validation survey work.
- Collaborates with the Survey Operations Director, CMS Central Office, CMS Locations, Accrediting Organizations and State Survey Agencies on survey needs. Identifies appropriate team members for survey assignments and ensures surveyors participate in surveys as required.
- Collaborates with the Coordinator Center (CC), State Contract Managers, and Survey Management Application (SMA) Administrator to ensure the Survey Management Application (SMA) functions in such a way that supports the Validation Survey work.
- Identifies urgent or critical issues that require guidance or input from the Vice President or other senior leadership.
- Develops and revises operational procedures as necessary in collaboration with Survey Division management team and submits these to the OSP Project Manager[LR1] for approval.
- Refers all travel matters to the SCC.
- Meets regularly with the Vice President to share progress on contract survey requirements and current challenges with assigned tasks.
- Works closely with the Business Development team on identifying new opportunities and assisting on proposal development as needed.
- In coordination with the Survey Division Management team, identify surveyor training needs and provides oversight in the development of training courses and criteria.
- Ensures regular completion and analysis of the survey quality audits.
- Oversees the Quality Assurance team responsible for the Validation Survey Process and routinely reports issues and proposed solutions / training to the project manager.
- Participates in meetings as assigned.
- Contributes to all project deliverables on the cycle assigned by the OSP Project Controller.
- Provides oversight on the final results of the validation survey process and complaint intake reviews, when applicable.
- Completes quality assurance reviews on validation surveys and Medicare surveys when appropriate.
- Other duties as assigned.
Education Experience :
Bachelor’s DegreeRegistered NurseExperience doing training and project management for CMS or a state agency is preferredManagement experience of at least two yearsValid RN licenseMust be able to pass a federal background checkSpecific Knowledge & Skills :
Knowledge of registered nursing laws, rules, and standards of practice, and familiarity with :Licensed dietetics & dietary laws, rules and standards of practice
