Position Overview
We’re seeking a hands-on Technical Project Manager to lead day-to-day Operations & Maintenance (O&M) and enhancement work for two mission-critical state applications that support nutrition programs. You’ll own stability, performance, and release cadence—coordinating vendors, state stakeholders, and IT partners to keep systems secure, reliable, and compliant. Success in this role requires strong Agile delivery, SDLC governance, vendor oversight, and comfort navigating environments that include VMware, databases / ODBC, and mainframe-adjacent tooling (TSO / ISPF) along with financial interfaces (FMIS). Experience running UAT, managing issue / risk logs, and producing clear status, financial, and release documentation is essential.
Responsibilities
Lead day-to-day management of O&M activities for both systems, ensuring stability, responsiveness, and on-time delivery.
Draft, review, and finalize Work Orders (WOs) based on requirements from program leadership and federal guidance.
Serve as the primary facilitator between program staff, the state IT organization, and the O&M vendor.
Coordinate with IT partners to review VMware environments (dev / QA / UAT) : confirm hardware / infrastructure fit, address performance, schedule upgrades / downtime, and plan database testing refreshes.
Guide technical / functional staff supporting the systems.
Daily : Collaborate with vendors, stakeholders, interface owners; review logged issues and manage escalations.
Qualifications
7+ years in IT project / program management with direct ownership of O&M for enterprise applications in the public sector or similarly regulated environments.
SDLC governance and project tooling (e.g., MS Project or equivalent, Azure DevOps / TFS, SharePoint).
Excellent written / verbal communication for executive-ready reports, schedules, and release documentation.
Bachelor’s degree in Information Systems, Computer Science, Engineering, or related field (or equivalent experience).
