DESCRIPTION

Under the general supervision of the Chief Administrative Officer for the undergraduate Colleges Business Office (UCBO), this key position serves as the Academic Personnel Analyst for the colleges. The AP Analyst is responsible for academic personnel functions and activities for the undergraduate colleges. A critical feature of this position is to analyze, research and interpret academic policies and current practices within each assigned college, and to provide expert advice to the undergraduate colleges faculty, academic staff and academic student employees. The AP Analyst serves as an expert advisor in the areas of academic personnel administration such as academic file preparation, academic review, compensation, advancement, academic benefits advising, (including complex leaves and other non-routine actions that require high level analytical skill to determine appropriate processing), and all academic recruitment for assigned colleges. Also serves as the a contact with Academic Personnel, Summer Session, Deans offices and Graduate Division for the colleges.

QUALIFICATIONS

Basic knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR. Demonstrated experience managing a broad scope of complex academic and staff personnel and related functions. Ability to interpret University, campus and divisional policies, procedures and other regulations related to all aspects of academic, staff, and student personnel including : recruitment, merit, promotion, re-appointment, leaves, Summer Session, union contracts, payroll policies, benefits, international visa policies, etc.

Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies. Demonstrated knowledge and experience in the analysis and interpretation of higher institution policies, practices, and procedures (College / Campus / University preferred) for academic personnel and their application to all academic titles.

Knowledge of unit academic culture and educational goals of discipline(s) served. Knowledge of academic governance.

Analytical skills to conduct analysis and develop recommendations to Chairs / unit management. Strong analytical, organizational, problem solving, negotiation and decision making skills; expertise to clarify and resolve situations and recommend action for attainable goals. Ability to formulate logical and objective conclusions from data and observations. Ability to handle highly confidential and sensitive matters discretely / diplomatically.

Demonstrated organization, problem solving, and communication skills. Demonstrated ability to independently analyze complex problems, conduct research, interpret trends, identify options, draw conclusions, develop and implement innovative solutions that meet the objectives of the colleges despite competing and changing priorities. Strong critical thinking skills to identify problems and use creativity to develop innovative solutions.

Thorough knowledge of federal, state and university regulations, policies and procedures in areas staff and student personnel and employment and collective bargaining agreements.

Demonstrated effective, high level writing skills to formulate and present written material in a logical and comprehensible manner. Excellent reading and comprehension skills to be able to understand and interpret complex material, documents and policies and recommend action.

Demonstrated knowledge and experience in higher education policies, practices, and procedures for academic personnel and graduate student employment.

Ability to plan, organize prioritize daily operations, short and long-term projects. Ability to evaluate available resources and adjust schedule and priorities to meet established deadlines and complete projects. Ability to work collaboratively with individuals and groups to incorporate ideas.

Knowledge of human resources management systems and other related business software programs and systems. Ability to quickly learn new software.

Proven ability to act as a change agent using initiative and creativity to develop, anticipate and administer new procedures, processes and practices that recognize consistent and constant changing work patterns.

SPECIAL CONDITIONS

This position has met Child Abuse and Neglect Reporting Act (CANRA ) Federal Compliance requirements as instructed by UCOP.

Background check required.

May require overtime hours.

Pay Transparency Act

Annual Full Pay Range : $65,800 - $115,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent : $31.51 - $55.08

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
