Job Posting : Contract Analyst I
The Utah Office of Energy Development is seeking an Analyst I to support the administration of contracts, grants, loans, procurements, and agreements for a variety of programs and projects. In this role, the Analyst will review and ensure compliance with state, department, and division requirements and will be responsible for designing, preparing, processing, and coordinating contracts. Additional duties include monitoring contractor performance, maintaining fiscal controls, and managing the Office of Energy contract portfolio, which involves coordinating solicitations and request for grants, tracking scopes of work, and communicating with contractors / subrecipients. The Analyst will also oversee special billing agreements and memorandums of understanding by reviewing and processing documents for signature, tracking agreements, and coordinating amendments or renewals with contract owners and managers. This position offers the opportunity to support the mission of the Office of Energy Development through accurate, efficient, and compliant contract and grant management.

Responsibilities
- Write, review, and / or negotiate grants, contracts, loans, and / or agreements.
- Review documents and reconcile discrepancies; make needed adjustments.
- Meet and confer with management, users, and contract providers to resolve problems and coordinate services.
- Maintain and / or create files or record keeping systems. Sort, label, file and retrieve documents, or other materials.
- Interpret, clarify, explain and apply agency policy and procedures, business practices, federal or state laws and regulations, etc.
- Write request for grant awards (RFGAs) and loans. Evaluate proposals for specification compliance and makes recommendation of award.
- Manage the amendments, renewals, etc. of assigned contracts.
- Ensure compliance with applicable federal and / or state laws, regulations, and / or agency rules, standards and guidelines, etc.
- Ensure all required aspects of the contract are completed according to specifications and to contract requirements.
- Review fiscal operations to ensure integrity, accuracy and control of data.
- Provide technical assistance and contract interpretation to contractors.
