Under limited supervision, perform and coordinate the construction, renovation and maintenance of new and existing parks sites, facilities, structures, and other assets. Demonstrates leadership skills and characteristics for other members of the construction team. Performs other duties, as required.

Job Description

Essential Duties and Responsibilities

Performs and / or coordinates tasks related to the construction, renovation, and upgrade of new and existing parks' properties and facilities. This generally includes, but is not limited to site preparation, demolition, grading, installation of basic utilities, irrigation systems, sidewalks, trails, playgrounds, structures, and landscaping. Provides contractor oversight, as needed.

  • Read and interpret construction plans with staff and contractors. Provides input, makes recommendations, as needed, to address function and constructability of proposed plans.
  • Direct or provide oversight to construction team members or contractors.
  • Maintain familiarity with City of Boulder Design and Construction Standards.
  • Evaluate plans and installations for compliance with Americans with Disabilities Act (ADA).
  • Coordinates construction materials and supplies; and reserves City or rental equipment as needed.
  • Coordinates with Public Safety Officials for on-site accidents, vandalism, injuries, etc.
  • Interacts with other departments on construction issues in both new and existing City parks.

Performs or coordinates a variety of semi-skilled to skilled construction trades and maintenance tasks at new, renovated, or existing park sites or facilities.

  • Performs skilled work tasks associated with design, installation, and maintenance of landscape areas.
  • Uses and operates tools and equipment and trains others in their safe and proper use to complete construction and maintenance tasks such as builders level, transit, hand and power tools (chain saws and welders); tractor / loader / backhoe, snow removal equipment, dump truck, and trencher.
  • Performs snow removal as needed and directed by the Park Operations Manager and Construction Coordinator to ensure effective snow removal operations. May assist in other emergency operations.
  • Performs other park and structure maintenance duties including but not limited to : Trash / litter removal, graffiti / vandalism removal and repair, and minor structure repairs as assigned.
  • Demonstrates leadership and technical skills and helps develop skills of the construction team.
  • Ensures all City and department safety procedures, regulations and policies are observed and followed to promote a safe work environment and prevent injuries and illnesses. Success measures include :

  • Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to City property.
  • Adheres to organizational policies, rules and safety regulations related to city vehicles, equipment, and park facilities.
  • Ensures safety measures are followed at construction sites; such as notifying the public affected by construction in progress, overseeing proper placement of barricades, and securing construction sites at the end of the day.
  • Identifies, addresses or elevates any health and safety risks within park facilities. Reports safety concerns to appropriate supervisors or contacts.
  • Reports all injuries, accidents, and damage to City property on the same day that they occur.
  • Responsible for the safety of self, others, materials, and equipment and uses all required personal protective equipment (PPE).
  • Adheres to all Label and MSDS requirements when using chemicals and is fully aware of the product specifications and required PPE.
  • Ensures proper use of vehicles, equipment and tools to accomplish tasks. This includes :

  • Obtaining proper training before operation.
  • Performs maintenance and cleaning of machinery, equipment, and tools to ensure safe operation.
  • Performs basic safety checks and cleaning of all vehicles and equipment before use. Does not operate a vehicle or equipment in an unsafe manner, including use of a cell phone.
  • Reports all damage and poorly functioning equipment and vehicles to the Parks Equipment and Fleet Technician.
  • Other :

  • Performs related duties as required to meet the needs of the City.
  • Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
  • Acts with a high level of integrity and takes responsibility for statements and actions.

  • Minimum Qualifications

  • Ability to follow OSHA regulations and guidelines.
  • Ability to plan work activities, to provide performance feedback, to plan schedules that meet weekly and long-term objectives, and to keep accurate and timely records of work performed.
  • Ability to utilize any required safety equipment including but not limited to normal personal protective equipment.
  • Ability to work collaboratively and communicate effectively, professionally and courteously with co-workers and the public.
  • Ability to work independently as well as in a team environment.
  • Ability, under minimal supervision, to direct, lead, and coordinate the work of others demonstrated through crew leader or workgroup foreman training or experience.
  • Ability and willingness to work irregular hours during emergencies to respond to Parks and Forestry construction / maintenance needs, including on-call for snow removal or tree related emergencies.
  • Knowledge and experience using personal computers and software such as word processing and email.
  • Knowledge of Microsoft Office including Word and Excel.
  • Knowledge, familiarity with and interest in performing trade work in areas of carpentry, plumbing, welding, and property / building maintenance (vandalism and minor structure repairs).
  • Skills in excellent customer service.
  • Skills in organization and problem solving.
  • Valid driver's license and ability to maintain acceptable motor vehicle record.
  • Have and maintain acceptable background information, including criminal conviction history.
  • Preferred Qualifications

  • Previous lead or supervisory experience.
  • Knowledge and familiarity with masonry, concrete, welding, carpentry, plumbing, and maintenance.
  • Experience with Microsoft Office as well as asset management software.
  • A CDL, or Commercial Driver's License, to operate large and heavy vehicles including certain trucks and equipment used by the Parks Construction Team.
  • Required Education and Experience

  • High school diploma or equivalent.
  • A minimum of five (5) years on the job experience that demonstrates abilities in construction related skills, including site preparation, demolition, grading, installation of basic utilities, irrigation systems, sidewalks, trails, playgrounds, structures, and landscaping.

  • Physical and mental effort : Ability to perform a wide range of strenuous physical and manual tasks in both outdoor and indoor environments. Physical ability to stand, walk, and kneel. Upper body strength to lift and carry items up to 65 pounds on a frequent basis. Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials.
