City Engineer

GENERAL SUMMARY

The City Engineer is responsible for planning, directing, and managing the operations and services of the Engineering & Development Services Department. Under the direction of the City Manager, this position oversees engineering design, infrastructure development, traffic services, and capital improvement planning. The City Engineer provides leadership and technical expertise to ensure quality, efficiency, and compliance in all engineering functions, supporting the growth and development of the City of Caldwell.

SUPERVISION

General supervision is provided by the City Administrator. The position will supervise all staff in the Engineering & Development Services Department, including the City Planner, Code Enforcement Officer, Building Inspector, and all administrative staff. Provides leadership, guidance, and oversight in both daily operations and long-term planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Department Administration and Management :

  • Manages the development and implementation of goals, objectives, policies, and priorities for the Engineering & Development Services Department.
  • Oversees department operations, ensuring projects and programs are completed on time and within budget.
  • Leads capital improvement planning related to streets, drainage, storm water, water, and sanitary sewer systems.
  • Establishes, reviews and manages the City’s Five-Year and Ten-Year Capital Improvement Plans.
  • Establishes engineering standards for the design and construction of public infrastructure.

Engineering Design, Review, and Development :

  • Oversees engineering design of infrastructure and project management of development projects.
  • Reviews and approves construction plans for subdivision development and other projects.
  • Directs the review and coordination of development proposals to ensure compliance with City standards.
  • Supervises inspection of public infrastructure required for development.
  • Provides technical guidance and quality control for engineering designs and construction projects.
  • Personnel Leadership and Supervision :

  • Manages department personnel, including hiring, performance evaluation, and professional development.
  • Assigns major projects and reviews work to ensure accuracy, quality, and timely completion.
  • Provides training, coaching, and mentoring to staff to promote professional growth.
  • Administers personnel actions, including scheduling, approving leave, and addressing performance concerns.
  • Community Relations and Communication :

  • Serves as a technical advisor to City management, boards, and City Council.
  • Responds to public concerns regarding streets, water / wastewater utilities, drainage, floodplain, and related infrastructure issues.
  • Prepares and presents reports, recommendations, and project updates to management and elected officials.
  • Represents the City in meetings with contractors, developers, and outside agencies.
  • MINIMUM JOB REQUIREMENTS

    Education

  • Bachelor’s degree in Civil Engineering plus at least 8 years of professional engineering experience in public works, storm sewers, sanitary sewers, and water supply systems; OR Master’s degree with at least 6 years of related experience; OR an equivalent combination of education, experience, certification, and training.
  • Previous leadership, supervisory, or management experience required.
  • Certificates and Licenses

  • Licensed Professional Engineer in the State of Texas, or ability to obtain licensure by reciprocity within one year of hire.
  • Certified Floodplain Manager (CFM), or ability to obtain certification within the timeframe established by management.
  • Valid Class C Texas Driver’s License with acceptable driving record.
  • Knowledge, Skills, and Abilities

  • Strong knowledge of civil engineering principles, practices, and methods related to municipal infrastructure.
  • Experience in public works design, stormwater management, water and sewer systems, and transportation projects.
  • Proven leadership and supervisory skills, with the ability to manage diverse teams and projects.
  • Strong problem-solving and decision-making skills in both technical and managerial contexts.
  • Effective communication and presentation skills for working with staff, officials, contractors, and the public.
  • Ability to manage budgets, review technical documents, and ensure compliance with engineering standards.
  • WORK ENVIRONMENT

    Work is performed primarily in an office environment with occasional work outdoors at construction sites or field inspections. Exposure to weather conditions, construction hazards, and noise is possible. Must be available for extended hours during emergencies or critical project deadlines.

    PHYSICAL DEMANDS

    This position requires the ability to walk, stand, climb, or stoop at construction sites; occasionally lift and carry objects up to 25 lbs.; and operate standard office and field equipment.
