Associate Subcontracts Specialist

Leidos is an innovation company rapidly addressing the worlds most vexing challenges in national security and health. Our Global Supply Chain organization is seeking an Associate Subcontracts Specialist to support the programs, proposals, and business objectives of the National Security Sector. This role is the entry point into learning and performing full life cycle ("cradle-to-grave") subcontract management activities supporting primarily US Government programs. Initially, this role will support a variety of programs with direct impact to National Security. In this role, you will manage the overall subcontracting process which complies with contract requirements, company policies and procedures, and applicable laws and acquisition regulations. The successful candidate will be detail-oriented, who can work both independently and as part of a team. They will be the primary interface between subcontractors and the program for the contractual management of agreements typically of a medium-to-high dollar value, risk, creativity and complexity and will interact with other functional areas (e.g., program management, contracts, project control, finance, growth, etc.) to complete the necessary activities for the portfolio theyre assigned.

Primary Responsibilities include supporting proposal activities (e.g., negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages from customer requirements, evaluation of subcontractor proposals, price analysis, negotiation of price and terms and conditions, etc.) and subcontract award and post-award management (e.g., subcontract modifications, risk identification & mitigation, issue resolution, internal reporting, closeout activities, etc.). The complexity of assignments will increase with demonstrated proficiency, judgement, and business acumen.

Basic Qualifications include typically requiring a Bachelors Degree and 4-8 years of prior relevant experience or Masters with 2-6 years of prior relevant experience. The candidate must also be a US Citizen and must be able to clearly articulate statuses and issues to management, internal partners, and suppliers.

Preferred Qualifications include an undergraduate degree preference : Supply Chain Management or Business Administration, experience awarding and managing subcontracts in a government approved purchasing system including a basic knowledge of the requirements of the FAR and DFARS, experience negotiating price and terms and conditions, and working experience with automated purchasing system (preferably Deltek Costpoint and iValua). Active Security clearance preferred but not required.
