Job description

THE POSITION

Washington County is seeking a Director of Assessment and Taxation to inspire and lead the department. This role is not just about management; it's about shaping direction and driving ideas forward. The Director will oversee a diverse array of operations, including Appraisal, Taxation, Elections, Cartography, Recording, and Archives, all while ensuring we adhere to local, state, and federal laws. We are searching for a leader who can cultivate an environment of trust and integrity, guiding the team with strategic direction and a commitment to accuracy and fairness through both stable times and periods of transformation.

The Department of Assessment and Taxation plays a crucial role in our community, delivering essential services that promote fairness and transparency in property valuation and tax collection. With an eye for detail, the department appraises both real and personal property, ensuring every assessment reflects true value. This dynamic team also administers a variety of exemption and deferral programs designed to ease the financial burden on residents. They handle the intricate billing and collection of property taxes across all taxing districts in the county, making the process as seamless as possible. Beyond numbers and forms, the department safeguards our history by maintaining official public records, from land plats to vital legal documents.

Essential duties include :

  • Provide leadership, direction, and strategic planning for all Assessment and Taxation functions, ensuring compliance and accessibility.
  • Oversee property appraisal, taxation, elections, recording, and archiving to ensure accuracy, fairness, and transparency.
  • Manage department operations, budgeting, staffing, and workflow with efficiency and accountability.
  • Foster a supportive work culture that values teamwork and communication.
  • Represent the department to county leadership, elected officials, and the community with professionalism and clarity.

    MINIMUM QUALIFICATIONS

    Education and Experience :

  • Master's degree in public administration, business administration, economics, engineering, mathematics, accounting, or a related field; AND
  • Five (5) years of progressively responsible experience in property appraisal, assessment, taxation, land records, election, or similar fields including at least four (4) years in a supervisory or management capacity. OR
  • Bachelor's degree in public administration, business administration, economics, engineering, mathematics, accounting, or a related field; AND
  • Seven (7) years of progressively responsible experience in property appraisal, assessment, taxation, land records, elections, or similar fields including at least four (4) years in a supervisory or management capacity.
  • Additional Requirements :

  • Possession of current registration of a qualified Property Appraiser from the State of Oregon Executive Department, Personal and Labor Relations Division (ORS 308.010) at the time of application; OR the ability to be a registered Property Appraiser within twelve (12) months of appointment.
  • Must have the ability to arrange for timely transportation to attend required appointments and meetings at off-site locations.
  • Must pass a background investigation prior to appointment.

    Selection Process :

  • Minimum Qualification (MQ) Review : Human Resources will screen applications for MQs starting the week following the job posting close date.
  • Subject Matter Expert Review : Applications for candidates that meet minimum qualifications will be forwarded to a panel of subject matter experts (SME) who will review and score your application and responses to the supplemental questions. This process may take up to 2 weeks.
  • Panel Interview(s) : Our goal is to schedule panel interviews with our top ranked candidates as soon as possible. Generally, the top six to eight candidates will be move forward to interviews.
