We are seeking a skilled and experienced Program Manager to join our team!

The Program Manager (PM) will oversee and manage the Department of the Navy (DON), Office of Naval Research (ONR) Human Research Protection Program (HRPP) Support Services contract. This role is responsible for ensuring the effective operation, maintenance, and enhancement of the HRPP Information Management System that supports the execution of the DON HRPP mission. The PM will serve as the primary point of contact between the government and contractor personnel, ensuring high-quality program delivery in compliance with federal, DoD, and DON policies and standards.

Key Responsibilities :

• Provide overall program management, leadership, and strategic oversight for IT support services in support of the DON HRPP mission.
• Manage the operation, maintenance, and enhancement of the HRPP Information System, ensuring availability, security, and performance.
• Coordinate and monitor project activities, schedules, deliverables, and resources to ensure timely completion in accordance with contract requirements.
• Serve as the primary liaison with ONR HRPP leadership, stakeholders, and end-users to address program objectives, issues, and priorities.
• Develop and maintain project plans, technical documentation, and status reports in compliance with Navy and DoD reporting standards.
• Oversee a multidisciplinary team of IT, administrative, and research compliance professionals supporting the HRPP system.
• Ensure adherence to data protection and cybersecurity requirements, including RMF (Risk Management Framework) and related DoD IT security policies.
• Provide recommendations for system enhancements and process improvements based on stakeholder feedback and evolving mission needs.
• Manage budget, staffing, and performance metrics to ensure efficient and cost-effective contract execution.
