Fraud Manager

The South Carolina Department of Motor Vehicles is seeking a Fraud Manager to lead and develop a team of fraud prevention specialists. This role involves overseeing all fraud detection and mitigation strategies. In this critical role, you will be on the front lines of protecting the agency's customer data, financial health, and sustainability from increasingly sophisticated fraudulent threats. We need a leader who can design an innovative and effective fraud prevention operation for the SCDMV agency.

This position is located in the Office of Inspector General (OIG) / Fraud and Inspections Unit, Headquarters - Blythewood, South Carolina.

Responsibilities of a Fraud Manager :

Fraud Prevention and Risk Management- Develops and implements the SCDMV's fraud detection, prevention, and response strategies. Conducts risk assessments to identify vulnerabilities in DMV processes, systems, and controls. Recommends corrective actions and assists in implementing internal controls to mitigate fraud risk. Coordinates with internal divisions to integrate fraud detection technology and analytics.

Investigations and Case Management - Directs and manages investigations of suspected fraud, identity theft, and misuse of DMV credentials or data. Ensures investigative work is properly documented, evidence is preserved, and actions comply with state and federal laws. Coordinates referrals to the South Carolina Law Enforcement Division (SLED), Office of Inspector General (OIG), or the Attorney General's Office when appropriate. Prepares investigative reports and briefings for executive leadership and law enforcement partners.

Analytics, Monitoring, and Reporting - Oversees the collection and analysis of data to identify trends or anomalies indicating potential fraud. Develops key performance indicators (KPIs) and dashboards to measure fraud risk and program effectiveness. Provides periodic and ad-hoc fraud summaries for the Director, Executive Leadership Team, and external oversight bodies.

Training and Education - Assist in developing fraud training to DMV employees statewide. Advises regional and branch office managers on fraud prevention practices and red flag indicators. Promotes a culture of ethics, integrity, and accountability across all SCDMV operations.

Policy and Collaboration - Develops and updates policies and procedures related to fraud management, ensuring compliance with Title 56, S.C. Code of Laws, and other applicable regulations. Serves as the agency's subject matter expert on fraud and identity theft prevention. Represents the SCDMV in interagency working groups, task forces, and professional associations.

Leadership and Supervision - Supervises professional staff, including investigators and analysts. Provides coaching, performance management, and professional development opportunities. Ensures fraud reporting standards are consistent statewide.

Minimum and Additional Requirements :

Minimum Requirements A bachelor's degree and relevant program experience. An equivalent combination of education and relevant experience may be accepted with prior approval. A nationwide criminal background check to include fingerprints must be completed prior to assuming the duties of this position.

Additional Requirements : Comprehensive knowledge of fraud schemes and investigative methods relevant to motor vehicle services and identity protection. Strong analytical, problem-solving, and decision-making skills.

Excellent verbal and written communication with the ability to clearly present complex information.

Working knowledge of internal control frameworks and risk management principles. Proficiency in Microsoft Office Suite and data analysis tools such as Power BI or Excel. Ability to manage confidential information with discretion and integrity.

Demonstrated leadership ability and commitment to public service.

Under limited supervision, the Fraud Manager directs and manages the South Carolina Department of Motor Vehicles' fraud prevention and detection.

Position is primarily located at SCDMV Headquarters in Blythewood, SC, with periodic travel to branch offices and partner agencies.

Work may involve confidential casework, data analysis, and collaboration with law enforcement. The position requires professionalism, discretion, and the ability to manage multiple priorities under strict timelines.

Preferred Qualifications :

Agency Preferred : A bachelor's degree and two years supervisory experience & five years' experience that is related to fraud detection & prevention. Considerable knowledge as it pertains to laws & regulations that governs stolen vehicles, fraudulent titling & registration & odometer fraud.
