Construction Senior Project Manager - NYCHA Rehabilitation Projects

We are seeking an experienced Construction Senior Project Manager to lead NYCHA and public housing rehabilitation and modernization projects across New York City. This is a project-driven leadership role overseeing all phases of construction-from procurement and scheduling through field execution, agency coordination, and closeout. The Senior PM will ensure contract compliance, manage multi-trade workflows, and maintain strong communication with NYCHA, HPD, DOB, and subcontractor partners.
Key Responsibilities
Lead project delivery across NYCHA and public housing rehab programs, including budgeting, scheduling, RFIs, submittals, procurement, and change order management.
Serve as the primary liaison with NYCHA, HPD, DOB, design teams, subcontractors, and internal leadership.
Develop and maintain project schedules, cost tracking, reporting, and contract documentation.
Partner closely with field teams and superintendents; conduct regular site walks to monitor progress, quality, and safety.
Manage permits, inspections, certified payroll, labor compliance, and all public-agency reporting requirements.
Lead weekly project meetings and maintain consistent communication with stakeholders.
Supervise and mentor APMs, Project Engineers, and junior staff.
Identify risks, resolve field issues, and maintain alignment with schedule and budget targets.
Drive project closeout, ensuring punchlist completion, warranties, and full turnover documentation.
Qualifications
7+ years of experience managing public-sector construction projects, preferably with NYCHA, HPD, HDC, or DASNY.
Proven success delivering multi-trade renovation or modernization work in occupied and unoccupied residential buildings.
Strong familiarity with NYCHA workflows, Davis-Bacon compliance, Section 3 requirements, and agency documentation.
Experience coordinating subcontractors, site logistics, and multi-trade scopes on NYC projects.
Bachelor's degree in Construction Management, Engineering, Architecture, or equivalent field experience.
Proficiency with Procore, MS Project, Primavera, or similar platforms.
OSHA 30 required; SST Supervisor and scaffold certifications preferred.
Excellent communication, organization, and conflict-resolution skills.
