Grant Management Position
This position performs complex grant management and program coordination work in support of higher education and health-related initiatives. Work involves administering assigned competitive and formula-based grants that advance institutional goals, expand access to healthcare education, and address workforce needs across Texas. Responsibilities include developing Requests for Applications (RFAs), reviewing and recommending applications for funding, monitoring compliance and reporting requirements, analyzing grant data, and supporting program evaluation activities to ensure effective use of funds and alignment with agency objectives.
This position supports the planning, implementation, and monitoring of grant programs within the Academic and Health Affairs division. The Grant Manager ensures timely and compliant execution of grant activities, assists with data collection and reporting, and collaborates with stakeholders to advance statewide higher education and healthcare initiatives.
The role requires close collaboration with internal teams and external partners, including colleges, universities, health-related institutions, and healthcare organizations, to provide guidance and technical assistance throughout the grant lifecycle. The position works under general supervision with moderate latitude for initiative and independent judgment and reports to the Senior Director of Academic and Health Affairs.
General Duties and Responsibilities
- Administers assigned higher education, medical education, and / or health-related grant programs, ensuring compliance with applicable rules, statutes, and funding requirements.
- Coordinates the grant contracting and implementation process, including monitoring expenditures, deliverables, and performance outcomes at participating institutions of higher education.
- Assists in developing Requests for Applications (RFAs), reviews applications for eligibility and completeness, and supports the processing and documentation of grant awards.
- Monitors grantee progress and expenditure reports, providing technical assistance to ensure adherence to performance, fiscal, and reporting standards.
- Collects and analyzes grant data to prepare required reports, summaries, and briefing materials for internal and external stakeholders.
- Responds to data and information requests related to grant programs in a timely and accurate manner.
- Collaborates with agency divisions and institutional partners to enhance grant management processes, systems, and reporting tools.
- Contributes to the preparation of materials for Board and committee meetings, including reports, presentations, and summaries related to assigned programs.
- Represents the agency at meetings, workshops, and conferences related to higher education and health grant initiatives, as assigned.
- Performs related duties as assigned, including travel up to 10 percent of the time.
Knowledge Skills or Abilities

Bachelors degree from an accredited college or university.Three to five years of direct experience in grant management, with responsibility for the full grant lifecycle, including application development, budget review, compliance monitoring, and post-award administration.Experience managing grant programs and financial systems, including activities across the full grant lifecycle such as the pre-award, award, and post-award or closeout phases.Experience using or supporting the implementation of grant management, contracts management, or financial systems, with the ability to adapt to new technologies and process improvements.Three years of progressively responsible experience managing complex projects or programs in higher education, healthcare, or government settings requiring oversight of budgets, deliverables, and compliance activities may substitute for one year of direct grant management experience.Masters degree may substitute for up to two years of required work experience. Grant management experience and education may not be substituted for one another.Preferred : Masters degree from an accredited college or university.Experience administering grant programs or initiatives related to higher education, medical education, or health-related fields.Experience with grant management, contract management, and financial systems or software used for program administration and reporting.Experience working with Texas state agencies or institutions of higher education, including universities, community colleges, and health-related institutions.Physical Requirements and / or Working Conditions
