Job description

Job Title

Help

You will be required to perform short notice travel to mishap locations worldwide to support evidence preservation, collection, and analysis for investigations in order to determine causality and recommendations to prevent recurrence.

You will examine mishap debris, crew records, and engineering investigation analyses of components and recorded data from non-volatile data collection devices to determine casual factors.

You will interview witnesses and survivors, review statements and determine creditability of evidence obtained.

You will coordinate cleanup and handling of toxic and non-toxic materials by properly trained individuals.

You will write mishap prevention articles for Naval Safety Command publications based on information obtained during investigations and liaisons with fleet units.

You will, ideally, have experience with investigating mishaps across the domain of Naval operations including aircraft, afloat, and ashore mishaps.

Requirements

Must be a US Citizen.

Must be determined suitable for federal employment.

Must participate in the direct deposit pay program.

New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Males born after 12-31-59 must be registered for Selective Service.

You will be required to obtain and maintain an interim and / or final Top Secret security clearance prior to entrance on duty.

Successful completion of a pre-employment drug test (including marijuana) is required.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following :

Experience as Naval Aviator / NFO : You must have a minimum of 5 years of active-duty experience as a Naval Aviator or Naval Flight Officer, or equivalent experience and training, in order to investigate mishaps pertaining to tactical, non-tactical, and training operations.

Field Mishap Investigation Experience : You must have recent experience (within the last 5 years) conducting field investigations of military aircraft mishaps involving "Class Alpha" damage or equivalent civilian aircraft accidents involving multi-engine aircraft and significant damage. This experience should include demonstrated skills in managing wreckage and evidence, organizing investigation efforts, reconstructing wreckage, performing preliminary material failure analysis, conducting fire analysis, retrieving data, interviewing witnesses, and examining training records for compliance with applicable standards.

Safety Officer / Maintenance Officer Experience (Preferred) : While not mandatory, it is preferred that you have experience as a Squadron Safety Officer and / or Maintenance Officer or equivalent roles.

Aviation Safety Education : You must have completed the requirements of a recognized aviation safety school, such as the Aviation Safety Officer's Course at Pensacola, FL. The curriculum should include courses on mishap prevention, mishap investigation, human factors, aerodynamics, aviation structures and metallurgy, aviation psychology, and mishap reporting requirements.

Knowledge of Aviation Protocols and Standards : You must possess knowledge of air traffic control procedures, Federal Aviation Regulations, Naval Air Training and Operating Procedures Standardization (NATOPS), and the Naval Aviation Maintenance Program. This knowledge is essential to determine aircrew compliance with regulations, qualification standards, and maintenance procedures.

Technical Systems Knowledge : You must have a thorough understanding of military aircraft flight control, electrical, hydraulic, fuel, aircrew life support systems, and aircraft turbine engines. This knowledge is critical for identifying failure modes and effectively communicating with other aviators and engineers regarding potential contributing factors.

Communication Skills : You must demonstrate effective communication skills to interview witnesses and survivors of mishaps, consult with Mishap Board members, investigators, and technical representatives, and conduct training.

Writing Skills : Proficiency in writing is necessary for producing clear and concise investigation reports, articles for safety publications, point papers for the command, and revisions to safety manuals and investigative handbooks.
