Description
Under the general supervision of the Controller, this position is responsible for managing the accounts payable, accounts receivable, and grants accounting functions and the Jacksonville Transportation Authority (JTA). The position serves as an integral part of the financial management team and assists with the overall effectiveness and efficiency of the Authority's revenues and expenses recognition.
Lead and manage all financial transactional activities for the Authority, including accounts payable, accounts receivable, and grants accounting.
Manage and oversee daily operations of the accounts receivable department, including billing, private, government grants, and collections.Coordinate and resolve various issues with billing and invoice systems, including invoice discrepancies and adjustments.Regularly review the accounts receivable ledger to ensure that all payments are accounted for and accurately posted and applied.Analyze expenditure, track invoices, and sub-ledger details, and resolve any discrepancies encountered.Review applicable accounting reports and accounts payable register to ensure accuracy.Communicate with other departments and vendors regarding invoice approvals and payment queries.Ensure timely, accurate, and compliant processing and reporting of all financial transactions.Coordinate with Grants Management and oversee the grants accounting process, ensuring proper accounting of grant funds and compliance with grant requirements.Manage and implement robust and efficient accounting systems and procedures to enhance accuracy and compliance within the transit operations.Work closely with other departments to ensure alignment and adherence to accounting policies, procedures, and regulations.Ensure consistent compliance with federal, state, local, and industry-specific laws, regulations, and standards related to transit and grants accounting.Lead, mentor, and develop a team of accounting professionals, promoting a culture of excellence, accountability, and continuous improvement.Conduct regular assessments of accounting systems, processes, and controls to ensure integrity, efficiency, and compliance.Performs other duties as assigned.Minimum Qualifications :
Bachelor's degree or higher in Accounting, Finance, or related field.Minimum of 3 years progressively responsible and relevant accounting or finance experience, including 1 year of supervision of staff personnel.Preferred Qualifications :

The General Accounting Manager works mainly in an office environment where the noise level is usually quiet. The Manager may be required to work extended hours, including nights, weekends, and holidays, to respond to emergencies or to meet operational needs.
