General Description of Position

Under the general direction and supervision of the Safety & Security Coordinator, The Public Safety Officer will act as a resource for safety and security concerns at their assigned location(s) and provide for the safety and welfare of staff, students, and visitors. The position is primarily responsible for monitoring behavior, visitors, and visitor access, securing buildings and property, investigating disturbances, maintaining order during events, enforcing safety and security policies and procedures to visitors, students, faculty, and staff, patrolling buildings and grounds, addressing parking and traffic situations, issuing violations, and providing professional responses to safety or security situations.

This position will monitor the physical safety of campus buildings, visitors, and doors, patrol or monitor using surveillance systems, respond to calls or emergency situations, and report suspicious behavior. Ability to deal with individuals and situations in a respectful, professional, calm, tactful, and firm manner. Ability to patrol campus grounds, review and address parking and traffic issues. This is a part-time regular position.

All Public Safety Officers must abide by the following rules:
  1. Obey all College policies, procedures, and operational guidelines.
  2. Do not consume alcoholic beverages while on duty and shall not engage in illegal drug use at any time nor report for duty impaired by any substance.
  3. Do not willfully neglect duties, sleep during an assigned shift, or "hang out" in the office.
  4. Do not make personal calls or conduct personal business while on duty, unless it is of an emergency nature (i.e. family emergency) or while on break.
  5. Public Safety Officers will be expected to learn the layout of the campus, names of buildings, assigned parking lots, and the color of the parking permit for that lot. They must review and address parking and traffic violations and issue warnings and citations according to campus procedures and respond to safety and security concerns.
  6. Public Safety Officers shall be dressed in a supplied uniform that is neat and clean. They will have good hygiene with an overall professional look.
  7. Maintain a positive, professional attitude at all times.
  8. Use only the minimum necessary force to accomplish the security objective. Do not use unnecessary force or violence when dealing with any person.
  9. Do not share personal information of students, staff, or faculty.
  10. Communicate and follow the direction of Campus Administrators to ensure proper security and safety measures are implemented as related to students, employees, facilities, and property.
Essential Functions

Public Safety Officers' ResponsibilitiesIt is the duty of all Public Safety Officers to complete all work assigned to them. Public Safety Officers are responsible for overall duties applicable to all campuses as well as for campus-specific duties.

All Shifts:
  1. Assume your assigned post; pick up the required equipment and check it for proper operation.
  2. Review pass-on information; activity calendar, bulletin board, memorandums, and e-mails immediately upon arriving for duty.
  3. Carry the SCC-issued cell phone for communication purposes; to answer all calls, respond to calls as soon as possible, and respond immediately in an emergency situation.
  4. Make continuous patrols of the campus; check all SCC property on campus-buildings, parking lots, recreation areas, and construction sites-in order to prevent theft, damage, or vandalism and for the protection of students, staff, faculty, and property.
  5. Stagger the security patrols to avoid an established pattern.
  6. Attend sporting events taking place on campus.
  7. Respond to calls for service from faculty, staff, students, or others.
  8. Provide physical security, personal security, and crime prevention.
  9. Serve as liaison for law enforcement and emergency responders when they are summoned to campus.
  10. Investigate any suspicious person or incidents, and report it to the local police if necessary.
  11. Escort students or staff returning to vehicles upon request.
  12. Issue warnings and or violations for vehicles without parking permits, parked in the wrong parking lot, or in a no-parking area.
  13. Report areas that are not properly secured, are safety hazards, security violations, or other anomalies on/around Campus, and escalate situations that need immediate attention.
  14. Complete Daily Activity Report (DAR) by the end of each shift
  15. Respond to all fire alarms and medical calls on campus.
  16. Perform fire watches when fire alarm systems are not in operation.
  17. Implement College emergency/disaster response plans and procedures, and strictly comply with all established procedures, plans, and processes in a safe, responsible, and professional manner.
  18. Call 911 to request assistance in the event of an emergency-medical, fire, etc.
  19. Report immediately all accidents involving personal injury and property damage. Complete a report as soon as practicable.
  20. Contact Assistant Resident Life staff and/or Residence Assistants (RA's) when they are on duty during your shift and assist them with incidents, which may include such things as room checks/searches when requested.
  21. Assist in Clery and Title IX complaints and complete necessary reports.
  22. When severe weather may be in the area of campus, monitor for watches and warnings and be prepared to notify persons on campus of appropriate actions listed in the SCC Safety Management Plan.
  23. As necessary, direct and/or perform tasks related to providing personal safety/security to staff, visitors, and students, verbally de-escalate confrontation situations, and provide guidance and leadership in cases of emergency or crisis within guidelines and established procedures.
Training
  1. Maintain current CPR/AED and First Aid certification
  2. Receive training on the Clery Act
  3. Receive training on Title IX and FERPA
  4. Receive training on creating CCR reports
  5. Participate in all other required training completed in person and or online whenever training is required and scheduled by SCC.

Marginal Functions
  1. Perform other related duties within the division/program as assigned.
  2. May be required to perform associated duties, functions, or assignments in other divisions/programs/areas as required.
  3. Perform other College functions and duties as assigned.
  4. Must be able to work varied days, hours, shifts, locations, and campuses as required. Work schedules (hours/days/work location) are scheduled by Southeast Community College based on the needs of the College. Work hours, shifts, days, and work locations may vary depending on the needs of Southeast Community College and are subject to modification. Emergency or scheduled special activities may require hours outside of the regular workweek.
Required Knowledge, Skills and Abilities
  1. Be knowledgeable in the "Standard Response Protocol"and assist with HOLD, SECURE, LOCKDOWN, or EVACUATION of a campus building in the event of an emergency when necessary.
  2. Ability to professionally and securely handle, maintain, and work with information that is extremely confidential and sensitive.
  3. Ability to work with individuals and situations in a respectful, professional, calm, tactful, and firm manner.
  4. Ability to communicate at all times effectively in a positive, respectful, courteous, professional, and tactful manner and maintain professionalism, patience, and understanding in stressful situations. Must possess excellent verbal communication skills, tact, and ability.
  5. Use database applications and office communication applications/software to create and manage files and communicate and interpret information maintaining confidentiality.
  6. Knowledge and experience in operating a telephone system with Voice Mail, a personal computer, and e-mail. Ability to operate software, and websites, and conduct online research or training.
  7. A basic level of analytical skills is needed to assess situations that pose a threat to College security and to make judgments about the proper course of action to follow in emergency situations.
  8. Troubleshooting and problem-solving skills.
  9. Ability to perform repetitive motions, such as movement of wrists, hands, and fingers, performing physical tasks such as opening, pulling, pushing, reaching, carrying, lifting, collating, dialing, filing, and inserting.
  10. Ability to stand or walk for extended periods while patrolling the Campus.
  11. Ability to successfully complete, maintain, and perform required CPR, AED, First Aid, and additional safety/security certifications/training as required for the position.
  12. Working knowledge of general office procedures and office equipment. Word processing and spreadsheet software program skills.
  13. Must be able to successfully complete (and maintain) all required background checks, certifications, training, and verification required for the position.
  14. Ability during peak times and on other occasions to work hours beyond the normal workweek including possible evenings and/or weekends as assigned.
  15. Ability to lift and carry up to (50) fifty pounds for short distances, and move tables, chairs, and media equipment.
  16. Ability to use basic computer skills.
  17. The individual must possess the skills and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities.
Minimum Qualifications
  1. High School diploma or equivalent.
  2. Minimum of six (6) months of work experience in a security, safety, law enforcement, or first responder field, OR an Associate's degree in Criminal Justice, Law Enforcement, Public Safety, or a directly related field of study.
Desired Qualifications
  1. Bachelor's degree in Criminal Justice, Law Enforcement, Public Safety, or a directly related field of study.
  2. One (1) year or more of security, safety, and/or law enforcement work experience.
  3. Work experience as a certified Law Enforcement Officer or First Responder.


Salary

$19.38 per hour

Benefits

Part-time regular employees are eligible to participate in the TIAA retirement plan through a Roth, SRA, or 457(B) account, with no match provided by the College. Additionally, part-time regular employees may enroll in the group vision plan through employee-paid premiums.

Schedule

Normal work hours for this part-time regular position are generally scheduled between 2:00 p.m. and 7:00 a.m., Monday through Friday, requiring a 28-hour workweek. Some Saturday (daytime) hours may be required, as needed.
