Job description

The Opportunity

The Placemaking & Public Realm Manager is responsible for supporting, enhancing, and activating Downtown Tulsa's streets, landscaped areas, and open public spaces. This role is ideal for professionals passionate about urban design, placemaking, public space management, and community engagement. The ideal candidate is a self-starter who thrives in fieldwork, demonstrates strong time management and problem-solving skills, and excels in communication and project coordination.

Serving as the "boots on the ground," the Placemaking & Public Realm Manager will oversee the design, maintenance, and activation of Downtown's public spaces in alignment with DTP's mission, vision, and relevant Downtown Plans , including Downtown Tulsa Forward . This role will directly influence how Downtown Tulsa looks, feels, and functions, implementing meaningful and lasting change through placemaking initiatives, and infrastructure improvements.

Essential Responsibilities

Public Realm Operations – 60%

  • Work closely with stakeholders and the City of Tulsa to ensure a clean, green, and safe public realm through outreach, communication, and the development of actionable monitoring plans.
  • Ensure the successful implementation of public realm maintenance, improvements and contracts including lighting, landscaping, tree management, park maintenance, street furniture & banners, and pedestrian improvements.
  • Coordinate maintenance and services with DTP Field Operations Team and contractors as needed.
  • Monitor and assess the condition of public spaces throughout the district, identifying opportunities for improvement and working with contractors, vendors and the City of Tulsa to address issues.
  • Serve as a liaison between property owners, businesses, and the community to address public realm concerns and foster collaborative solutions.
  • Serve as liaison to City of Tulsa to coordinate impacts of ROW construction, special events, and parking & transportation and address operational challenges and opportunities.
  • Develop programs and outreach to meet the needs of businesses and property owners, including tree replacement, sidewalk, curb, and driveway improvements.
  • Other projects, events, and / or assignments as assigned by supervisor or CEO.

Placemaking Project Management – 30%

  • Manage and coordinate key placemaking and public realm projects including but not limited to :
  • Downtown Wayfinding System Update

  • Downtown Banner Program
  • Annual Public Space Amenities Program
  • Public Art and Temporary Activation Initiatives
  • Support Downtown events staff by coordinating with the City of Tulsa and event organizers as needed on street use permits, right-of-way impacts, and site logistics.
  • Support the design, installation, and long-term maintenance planning for major public realm enhancements and projects including parks, streetscapes, and downtown redevelopment initiatives.
  • Data Management and Reporting – 10%

  • Conduct regular field assessments and maintain an up-to-date asset management database.
  • Track, analyze and report data related to public space maintenance, performance and in-field operations utilizing ArcGIS, Field Maps, Excel, and the Statistics Management and Ambassador Reporting Technology System (SMART).
  • Prepare reports and presentations to communicate findings and progress to stakeholders and DTP leadership.
  • Ideal Candidate :

  • Enthusiasm for working in a dynamic, fast-paced environment and a passion for placemaking, urban revitalization and / or community and neighborhood improvement and development.
  • Ability to problem-solve, communicate and effectively address issues with various stakeholders.
  • Bachelor's or Master's degree in urban planning, urban design, engineering, data analysis, landscape architecture, public administration, construction management, or a related field, plus at least three years of relevant work experience; two years of relevant work experience with a Master's degree.
  • Track record of strong project management and problem-solving skills.
  • Excellent written and oral communication, interpersonal, and organizational skills.
  • Experience in managing public space projects, landscape maintenance, or construction preferred.
  • Exemplary relationship-building skills to foster trust and collaboration with community members, public entities, and private organizations
  • Proficiency in Microsoft Office and Google Suite; experience with GIS mapping and database management preferred.
  • Work Environment

    This position is office-based during normal business hours, with significant time spent outdoors in the field. Evening and weekend hours will occasionally be required, with scheduling flexibility afforded in discussion with your supervisor and in accordance with policies. The work environment is collaborative and dynamic, offering exposure to impactful projects that shape Downtown Tulsa. The role involves physical activity, including the ability to lift and move objects up to 45 lbs.

    Compensation and Benefits

    Downtown Tulsa Partnership offers competitive salaries, excellent benefits, paid time off and holidays, and industry and profession-specific professional development. This is an exempt, salaried position in the range of $61,000 to $67,000 annually, commensurate with demonstrated experience.
