Responsibilities :
General Summary : Provides oversight and management of University-wide central treasury operations. Uses knowledge and application of financial and accounting principles to conduct analysis of complex financial data and to prepare cash and treasury management information. Manages the University debt administration and internal repayment. Develops and recommends process improvements to ensure the accuracy, completeness, and effectiveness of all aspects of treasury financial information at the University.
Essential Functions :
- Responsible for managing the University's $1.5 billion long-term debt portfolio, including the annual debt repayment process, monthly posting of entries, and reconciliation of debt accounts.
- Manages internal debt repayment portal via Kyriba and negotiates repayment plans with the appropriate division finance officers and budget office.
- Prepares accurate reports and analyses, setting forth progress, adverse trends, and appropriate recommendations or conclusions to support research results.
- Responsible for coordinating University long-term debt issuance and oversight for related data analytics of data received from investment bankers and others and provides strategic direction for decision-making to University senior leadership.
- Responsible for University's central bank through policy and framework development, create models for internal debt repayment and what if scenarios building cash within the central bank.
- Lead and direct central bank policy and associated actions necessary for payment of long-term debt in the future.
- Responsible for the day-to-day management and related analyses of the University's daily cash position, monthly cash detail database, and monthly and annual long-term cash forecasts, and provides communication and reporting information to senior University financial officers.
- Directs, authorizes, and initiates University-wide automated clearing house (ACH) and wire transfers.
- Maintains entitlement for processing University payments up to $75,000,000.
- Responsible for managing cash receipts and disbursements from University-wide bank accounts and providing analysis for the accuracy of bank postings. Maintains communication with external financial service providers to resolve and negotiate bank posting discrepancies and to discuss and review new banking services.
- Acts as Lead expert for the treasury management system, Kyriba, and maintains the integrity and accuracy of the application for the benefit of the University.
- Maintains current knowledge of treasury and financial regulations impacting the University of Rochester.
- Keeps abreast of trends as they relate to financial and treasury management and adapts new developments into planning, control, and analytical processes.
- Areas include treasury management, cash management, fraud management related to treasury and cash management, and Payment Card Industry (PCI) compliance.
- Recognizes and develops opportunities to improve processes to strengthen internal controls.
- Develops and / or modifies policies and procedures to ensure compliance with treasury.
- Areas include working capital, payment card policy, central bank policy, internal debt repayment policy, foreign currency handling policy, currency requisition policy, prepaid card policy, and other related treasury policies.
- Assumes responsibility for treasury related special projects and conducts ad hoc reporting and analysis as needed.
- Responsible for the development and reporting of central University treasury metrics and dashboard.
- Manages and maintains oversight and analysis of monthly bank fee invoices.
- Maintains and performs reporting, reconciliation, and transactions for treasury fees clearing account monthly.
- Analyzes and interprets data, statistics, and financial information and identifies significant differences in relationships among sources of information.
- Areas include treasury metrics, ClientLine credit card transaction management, internal debt repayment, and working capital management (cash forecast).

Minimum Education & Experience :
Bachelor's degree in Finance or Accounting and 8 years of relevant experience requiredMaster's degree preferredOr equivalent combination of education and experience2 years of treasury experience requiredExperience in higher education preferredKnowledge, Skills and Abilities :
