The Department of State is seeking a Financial Administrator for the Division of Administrative Services, Bureau of Planning, Budget & Financial Services. This position is open competitive and requires a Bachelor's degree or a combination of post high school education and applicable experience equal to four years. Minimum qualifications include four years of State of Florida accounting experience in the area of disbursements. Preferences include supervisory or team leadership experience, and experience with MyFloridaMarketPlace, FLAIR, year-end processing, State Travel Management System, and FACTS.
Duties and responsibilities include supervising, training, and evaluating staff in the Disbursements Unit; overseeing and participating in the payment of various types of disbursements; monitoring all payments to ensure timely posting; handling telephone and email communications with vendors and division staff; ensuring reporting requests are submitted timely; coordinating insurance requests for Fine Arts and Museum artifacts; performing reconciliations and overseeing payments for the Department's Fixed Capital Outlay projects; and performing other related duties as required.
Knowledge / skills / abilities include the ability to plan and organize workload, coordinate assignments, and motivate employees; ability to effectively communicate both orally and in writing; ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures; knowledge of generally accepted accounting principles (GAAP); and skills in multiple areas of finance and accounting, including revenue management, disbursements, and reconciliation.
