Business Management Fellows

Join us. Do work that matters! In partnership with the US Fish & Wildlife Service, MobilizeGreen seeks conservation-minded Business Management Fellows to work on real-world administrative and program support projects at individual sites within the National Wildlife Refuge System (NWRS). The fellows will assist the NWRS in meeting its mission to administer a national network of lands and waters for the conservation, management and, where appropriate, restoration of the fish, wildlife and plant resources and their habitats within the United States for the benefit of present and future generations of Americans.

As a fellow, you will have the opportunity to independently perform progressively more complex developmental projects under the general guidance of their supervisor and/or higher graded specialist. All assigned tasks are designed in such a manner as to increase the fellow's knowledge and function of program evaluation, management, and analysis while providing a general familiarity with governing policies, procedures and regulations of the assigned Program and the Service. The Service is specifically seeking those individuals who are interested in pursuing Business Management/Administrative Support as a career path.

Duty Station and Location: Positions for the 2026 Maintenance and Infrastructure Fellowship Program (MIFP) cohort will be located at FWS refuges and offices across the country. Locations are still being finalized but we recommend that candidates be prepared to relocate. If you are selected for an interview we will discuss locations.

Term: 26 weeks (6 months), Full-Time (40 hours per week), on-site position. The fellowship is eligible for extension up to 3 years (36 months).

Position Duties:

  • Assist with the administrative, fiscal, and support services function for the field office and help provide administrative support coordination between the field office, Regional Office, and various state and Federal agencies.
  • Fellows will be trained and mentored in financial tracking and monitoring, procurement/purchasing, travel, property management, information technology support, employee time and attendance reports, recording and entering personnel actions, and assisting with budget development and execution.
  • Assist as a contact for phone calls, public, and guests to the office; help arrange meeting logistics and information packets; update and maintain refuge web sites, general email inbox and phone lines; and perform administrative and clerical tasks using word processing, spreadsheet, database management, graphics (charts), and communications software.
  • Fellows will be expected to spend at least 50% of their time supporting deferred maintenance and infrastructure projects and may do a detail, shadow, or rotation with their regional Infrastructure Management Division.
  • Performs other duties as assigned.

Specific Tasks and Learning Goals:

While in this role, the fellow may have the opportunity to work on the following tasks.

  • Budget and Finance:
    • Assists in budgetary analysis, including projecting salary costs, utility charges, etc. for the Project Leader, considering inflation and other expected increases.
    • Helps compile budget and fiscal data from financial management reports.
    • Tracks all spending and balances for a station that has multiple accounts.
    • Learns processes and procedures related to preparing financial commitments and expenditure payments, reviewing and processing invoices and vouchers, and entering information into an automated administrative accounting system.
    • Assists with reviewing and reporting on obligations and expenditures in accordance with legal and regulatory controls. Review reports for errors.
  • Human Resources Support:
    • Assists the Project Leader/supervisor in preparation of pertinent forms and documents.
    • Aids the Administrative specialist in giving guidance and assistance to other staff/stations in personnel matters including health benefits, payroll problems, retirement information, job opportunities, step increases, awards, and training.
  • Procurement and Property:
    • Within limits of delegated warranted authority, helps purchase necessary supplies and services by proper procurement methods. Fellow cannot be issued purchase or travel cards.
  • General Office Assistance:
    • Performs administrative and clerical tasks using work processing, spreadsheet, database management, graphics (charts), and communications software. Uses personal computers for tasks requiring word processing, spreadsheets, database management, charts, and telecommunications.
    • Establishes and maintains physical and automated files, revises and disposes of files in accordance with governing regulatory procedures.
    • Maintains ready-reference files of frequently consulted regulations, policies, directives, and other material. Establishes and maintains lists and registers of persons and organizations frequently contacted. Assists with general records management.
    • From rough drafts, notes, or oral instructions, prepares correspondence, forms, reports, and other documents, including a wide variety of technical terminology, from rough draft, notes or oral instructions. Ensures proper spelling, grammar, format, and arrangement of material.
    • Arranges and prepares informational packets for conferences and meetings.

Qualifications/Skills and Knowledge:

  • Ability to identify and understand the issues involved in each assignment and determine what steps and procedures are necessary and the order of their performance.
  • Ability to independently research protocols and procedures, and to identify and communicate with technical experts when assistance is needed.

Required:

  • Effective written and verbal communication skills.
  • Ability to learn efficiently and put new skills into practice.
  • Ability to effectively convey information to individuals or groups, taking into account the nature of the information (e.g., technical).
  • Practical knowledge and skill in using computer hardware, associated equipment, and software (e.g., word processing, electronic communications, spreadsheet, graphics, database) to provide support.
  • Ability to work well independently (self-motivated) and as part of a team.
  • Desire to contribute to the future of the National Wildlife Refuge System by strengthening refuge and program operational and financial health.
  • Education is not required, but helpful to have an associate's or bachelor's degree in: Business administration and management, Public administration, Human resource administration, Accounting, or related degree.
  • U.S. Citizen or Permanent Resident.

Preferred:

  • Knowledge of data entry procedures for processing obligations, payments, and redistribution in an automated administrative accounting system.
  • General knowledge and understanding of governmental procurement, property management, and contracting regulations, policies, and procedures.
  • Knowledge of business practices, supply sources, bid solicitation and purchasing policies and procedures.
  • Knowledge of personnel (i.e., human resources) support functions to provide general information, fill out and assist employees with forms, process payroll records, initiate personnel actions, and enter information into automated systems.
