Senior Program Analyst

Cowan is looking for a Senior Program Analyst to assist the OPNAV Warfare Integration Division (N9I), Shipbuilding Conversion Navy (SCN) in the development of long and short-range program plans and strategies, and goals and priorities to support next generation shipbuilding. The mission and function of the Division is to integrate war fighting goals and objectives into the battle force requirements development process to enhance war fighting capabilities. The scope of work includes all matters pertaining to ship acquisition, programming, and budgeting to include leading a collaborative process to explore, develop, and assess advanced concepts and force architectures to evolve the requirements for recapitalization of the Navy's future ship force structure.

Location : Pentagon, Arlington, VA (Hybrid)

Duties and Responsibilities

Program Objective Memorandum (POM) Development, Assessment and Reporting

  • Research and prepare budget analysis, reports and supporting documentation.
  • Interface with OPNAV Staff, Offices of the Deputy Assistant Secretaries of the Navy for Budget / Ships, Assistant Secretary of the Navy for Research, Development, and Acquisition, Program Executive Offices and others to assess, analyze, interpret, and collate POM and other budget data and information to support shipbuilding programs.
  • Monitor and report the impact of reprogramming actions on shipbuilding program requirements and cost-to-complete categories.
  • Provide analysis support for N9I resource sponsors in the program budget review process and development of the POM supporting the DPG, the Maritime Strategy, the CNOG, and the FSA / FFA.
  • Analyze initiatives aimed at overall cost reduction including but not limited to cost benefit analyses, cost avoidance, and alternative funding options.
  • Assist in preparing a cost estimate associated with preparing the Annual Report to Congress (RTC) on Long Range Plan for Construction of Naval Vessels using the guidance, methods, and tools provided by the Office of the Secretary for Defense, Cost Assessment and Program Evaluation (CAPE).
  • Liaise with Naval Sea Systems Command (NAVSEA) Cost Engineering office (SEA 05C) for ship cost estimating and refinement of Navy Force Affordability Model or similar model for shipbuilding plan cost estimates.

Action Officer (AO) / Requirements Officer (RO) Support

  • Coordinate and provide responses and information to ad hoc requests requiring quick turn-around.
  • Participate in briefings and meetings and prepare minutes, briefing materials, program metrics, and graphs in support of shipbuilding programs and technical discussions.
  • Prepare draft spreadsheets, reports, and conduct analysis for short- and long-range budget requirements. Prepare PowerPoint presentations to reflect analysis.
  • Research and analyze congressional staff or other reports as it relates to shipbuilding and inactive ships programs and provide written summaries and budget analysis.
  • Track the status of shipbuilding and inactive ship programs through the congressional budget process and monitor emerging congressional issues, which have potential to impact shipbuilding and inactive ship programs.
  • Provide background information to congressionally related internal DOD and DoN requests in preparation for interaction with Congress.
  • Provide information on relevant news articles regarding shipbuilding and inactive ship programs and provide written summaries daily or as required.
  • Research and draft technical briefings, point papers, critical issues papers and strategic concept documents tailored for a general or specific audience for shipbuilding programs.
  • Provide critical research and analysis of technological, financial, and political issues and trends that are likely to influence shipbuilding programs and budgets, to include inactive ship programs.
  • Provide Executive summaries for the Congressional Research Services (CRS), Congressional Budget Office (CBO), and the Government Accounting Office (GAO).
  • Provide research and analysis on changes to shipbuilding and battle force management and the resultant impact to current guidance and instructions which provide policy and govern the process.
  • Assist in the preparation, review, and development of ship counting rules and removal of equipment / equipage from decommissioning and inactive ships.
  • Assist in the preparation, review, and development of the type and scope of surveys to be conducted for ships placed in the inactive inventory.
  • Track the status of inactive ship programs through the congressional budget process and monitor emerging congressional issues.
  • Assist in the preparation and execution of the Annual Ship Inactivation Decision (SID) and Ship Disposition Review (SDR) conferences.
  • Program and Quantitative Analyst Support

  • Assist the SCN Manager with excursions, forecasting, and overall evaluation of shipbuilding plan alternatives using FAIM. Produce budget waterfalls and shipbuilding slash plans.
  • Provide the SCN Manager with reports and analysis of the Navy's force structure (both current and future) contained in the Naval Vessel Registry using the iSMIS database.
  • Assist in the preparation, review, and defense of the annual SCN Review including a detailed re-evaluation of budgetary cost estimates and Estimates at Completion (EACs).
  • Provide analytical support to the Navy SCN Appropriation Manager for alternative shipbuilding option development and for long-range shipbuilding planning.
  • Provide research, analysis, and liaise with shipbuilding model managers in validating the battle force inventory spreadsheets and databases.
  • Assist in the preparation, review, and analysis of appropriate instructions and other directives covering reporting requirements, assignments, reclassification, removal and reinstatement of inactive vessels.
  • Assist in the preparation, review, and development for ship counting rules and removal of equipment / equipage from decommissioning and inactive ships.
  • Provide current state assessments, future state blueprinting and analysis for efforts related to the entire lifecycle of the Navy's shipbuilding and ship disposal program.
  • Provide assessments involving process improvement, policy and procedures associated with Naval Vessel Registry (NVR) and the Long-Range Shipbuilding Strategy (LRSS).
  • Skills and Abilities

    Excellent verbal and written communication skills.

    Excellent project management skills.

    Proficient in the usage of MS Office applications and Program Budget Information System.

    Proven ability to perform multiple tasks under strict deadlines.

    Ability to demonstrate good judgment / decision making skills and to take initiative.

    Detail orientated with strong ability to anticipate needs and problems and act accordingly.

    Excellent organizational and time management skills with demonstrated ability to manage conflicting priorities.

    Education and Experience

    Bachelor's degree in mathematics, statistics, business, law, government, physical science, or management discipline such as business administration, accounting, finance, economics.

    Experience At least 10 years of general experience highlighting strategic decision-making, complex problem solving, development and implementation of specialized solutions, facilitation of team communication, and design and implementation of business processes and controls specifically as they relate to POM development and supporting the PPBE process.

    Four (4) years highlighting knowledge of Navy programming and supporting resource sponsors as it relates to FAIM, the Navy's 30-year shipbuilding tables, PPBE process, and iSMIS.

    Surface or Submarine qualified officer preferred.
