Info Tech Manager 14 - Application Development Manager
The supports the business operations of the state agencies through a variety of services including Information Technology project delivery, maintenance and support.
This position is with the Agency Services area of DTMB.

This position functions as a first-line manager in a complex work area for the Department of Technology, Management, and Budget (DTMB), Agency Services supporting the Michigan Department of Health and Human Services (MDHHS) Public Health and Community Services Administration, Behavioral Health and Developmental Disabilities Administration.
Under the direction of the State Administrative Manager, the Application Development Manager is responsible for managing day-to-day functions and activities in the Application Development work area, establishing priorities, allocating staff to projects and system support, employee evaluations, establishing employee training plans, analyzing resource capacity versus demand, and the assignment / prioritization of employee work loads.
Responsibilities also include developing processes to ensure DTMB technology standards are implemented and maintained for all code development within the area, serving as the technical escalation point for ongoing projects, participating in project status meetings, reviewing project documentation, reporting progress of ongoing projects and system support to management, and facilitating conversations with DTMB, MDHHS, and vendor personnel related to the status of ongoing projects and initiatives.

Required Education and Experience

Possession of a bachelor's degree with not less than 21 semester (32 term) credits in one or a combination of the following : computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
Three years of professional experience equivalent to an Information Technology Infrastructure, Programmer / Analyst or IT Project Coordinator P11 or one year equivalent to an Information Technology Infrastructure, Programmer / Analyst or IT Project Coordinator 12.
Alternate Education and Experience
Three years of experience as a computer programming supervisor or Information Technology
Supervisor may be substituted for the education and experience.
