Job description

In-Home Program Administrator

Help us make a difference for children and families in the State of Utah, by joining us and applying for a Program Administrator! The Utah Division of Child and Family Services (DCFS) State Office is looking to fill an In-Home Program Administrator (Program Administrator I). The In-Home Program Administrator administers the policies, operations, and related matters pertaining to the In-Home Program within DCFS; and functions under very general direction in planning, directing, and evaluating programs administered by the agency. They assist in the budgeting process, implement program strategies, and evaluate program effectiveness. They may conduct training needs assessments and recommend and / or implement training programs. They assist in determining program goals and objectives, chair committees established to support the program, and facilitate the use of research data to improve existing programs and utilization of resources. This position may be eligible for a hybrid work schedule, which includes both teleworking and in-office work. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason. The State of Utah requires all employees to physically work inside Utah state boundaries.

Responsibilities

  • Coordinates with regions to understand unique region needs.
  • Maintains In-Home Practice Guidelines.
  • Builds and maintains positive working relationships with other organizational units, stakeholders, and community and federal partners.
  • Maintains a collaborative administrative responsibility for the Utah Family and Children Engagement Tool (UFACET), HOMEWORKS, and the use of Safety and Risk Assessing Tools. Responsibility includes ongoing and collaborative development, enhancement, and support of the UFACET, HOMEWORKS, and Safety and Risk Assessing Tools.
  • Supports frontline field work.
  • Ensures regular communication by DCFS with providers to communicate needs of children in custody, treatment options, and DCFS policy and practice changes.
  • Assists in special projects as identified by the Administrative Team.
  • Serves on committees and work groups.
  • The In-Home Administrator also :
  • Collaborates with the fiscal team to ensure efficient and effective use of funds allowing for future investment in more preventative and up-front interventions.
  • Answers questions on Practice Guidelines and assist region supervisors and workers in effectively applying Practice Guidelines to frontline practice.
  • Participates in State and National Conferences.
  • Oversees and manages daily operations and resources.
  • Oversees data collection, analysis and reports related findings to areas of in-home services.
  • Coordinates efforts and outcomes with community partners.
  • Manages changes and initiatives associated with state and federal policy.
  • Assists in strategic planning and implementation related to the vision and mission of DCFS.

Qualifications

  • Able to work with people in a manner which shows sensitivity, tact, and professionalism.
  • Able to address and resolve issues in a calm and equitable manner.
  • Strong writing skills.
  • Enjoys working with a variety of personalities and understands conflict resolution.
  • Preference

    Preference may be given to candidates who have :

  • Five or more years of professional work experience with DCFS, or similar child welfare organization, in ongoing services such as In-Home, Foster Care, Kinship, Adoption, Post Adoption.
  • Experience providing consultation and making recommendations regarding client services and placements.
