SUMMARY
Designs local workforce development goals, strategy and policy in alignment with federal / state mandates, Local Board(s) goals and priorities, regional economic needs, economic self-sufficiency outcomes and relevant state agency plans. Analyzes labor market trends, program outcomes, and funding opportunities to guide adjustments and strategy enhancements. Identifies and secures appropriate revenue to address gaps in services.
Directs all functions of the Planning Department including developing the bi-annual comprehensive workforce development plan; planning for all programs; tracking external environments impacting local systems; and developing policies.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Facilitates the annual and long-term strategic and program planning processes, including input from management, internal subject matter experts, and the Workforce Development Board and Committees. Details goals, objectives, specific implementation steps and timelines, and costs associated with implementation.
- Develops and submits the Boards bi-annual comprehensive workforce development plan, collects public comment, and presents for management, board, and state approvals.
- Leads the tracking of all performance requirements contracted to the Board and works with program staff to understand success or failure in achieving targets. Assists to determine adjustments to programs and implementation strategies.
- Identifies appropriate competitive sources of revenue and leads the development of grant applications by the Board. Monitors program effectiveness, budgets, and grant compliance for all competitive awards. Ensures submission of reports required by the funding entity.
- Acts as the labor market information expert for the Workforce Development System and local partners including businesses, chambers, economic development agencies and education. Provides input on the potential of specific occupational or skills training to result in placement and living wage outcomes. Manages the development of an effective short-term training and long-term training list of eligible training providers.
- Leads the implementation and ongoing measurement, evaluation, adjustment and improvement cycle of establishing sector strategies, apprenticeships and pathways initiatives in the Workforce Development Centers.
- Leads the development of Scope of Work statements for procurement of services in collaboration with program management staff.
- Provides staff support and strategic direction to the Workforce Board and Committees, as appropriate.
- Supports management in Board or Committee presentations through research, analysis, and development of presentation material.
- Organizes ad hoc teams of staff to identify planning needs and develop policy solutions or enhancements to ensure positive customer experiences and successful outcomes.
- Works with Board staff to facilitate the production of administrative and oversight policy to direct workforce services at the administrative level.
- Manages the policy issuance system of the Board. Responds to policy monitoring inquiries.
- Stays current with emerging workforce trends, state policy, and national directions and communicates them to internal departments and external stakeholders.
- Develops external communication paths for economic and labor market data.
- Works with workforce system management and the local community to develop coalitions and cooperative agreements.
- Tracks state and national legislation and local initiatives. Advises on policy decisions, strategic priorities and legislative updates.
- Supervises staff, providing individual objectives and performance evaluations, and promoting professional development to ensure operational excellence.
- Reviews and maintains a working knowledge of workforce development law, regulations and policy at the federal, state and local levels.

Education / Experience
Bachelors degree (B.A.) from a four-year college or university with major course work in Political Science, Business Administration, Public Administration, or a closely related field (masters preferred); or five years or more of closely related experience.
