You will be responsible for all procurement of services, hardware, equipment and materials for the NSWC Carderock Division, Division with operations in Maryland, Virginia, Florida, Idaho, Tennessee, Washington, and Alaska.
You will use the full range of procurement methods, including Large Purchase, Simplified Acquisition Procedures, and the Government Purchase Card.
You will serve as the Deputy to the Chief of the Contracting Office, have an unlimited contracting warrant for entering into / signing contracts, and is the alternate to the CCO for the execution of contracts.
You will support the Department Head's responsibilities for planning, guiding, directing, and administering all Department contract execution and policy related matters.
You will participate on contract review boards, performs quality assurance reviews, conducts training and provides support to the Department Head on organizational, staffing, personnel management, and policy issues.
You will stand in for the Chief of the Contracting Office in senior level leadership meetings and briefings with NSWC Carderock's Commanding Officer and Technical Director as required.

Qualifications
In addition to the basic requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS 13 / 14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following :
Providing management and planning oversight for contract execution and policy related matters for the acquisition or procurement of goods and services (e.g., contractual strategies, cost and price analysis, proposals, pre-award and post award, negotiations, and administration) along with the ability to provide leadership, review, and guidance to division and branch managers; ability to coach and teach contracting team leaders and other team members.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions : A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE : The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
