Wraparound With Intensive Services (Wise) Manager (Hcpm / dbhr) - Internal

Join the Prenatal Through 25 Behavioral Health Section and play a key role in shaping and improving behavioral health services for children, youth, and young adults across Washington State. In this leadership role, you'll guide the statewide Wraparound With Intensive Services (WISE) programdriving quality, integrity, workforce development, and equity initiatives through policy, performance monitoring, and stakeholder collaboration. The Prenatal Through 25 Behavioral Health Section within the Division of Behavioral Health and Recovery (DBHR) is responsible for developing and overseeing policy implementation and quality of state supported innovative programs, oversight of contracts, and interface with managed care entities such as the Managed Care Organizations (MCOs) and Behavioral Health Administrative Service Organizations staff. This work is to ensure accountability for service integrity, quality and cross-system coordination related to policy and program development in the public children, youth and young adult behavioral health system.

This position is responsible for statewide oversight of the administration, maintenance, integrity, and quality improvement of Wraparound With Intensive Services (WISE) including preparing and implementing comprehensive, long-range plans related to program objectives, developing program procedures, monitoring performance of the MCOs and WISE Fee-For Service providers, review of program specific metrics and outcomes, setting and adjusting program priorities, stakeholder engagement and management as well budget development and monitoring. This position monitors statewide workforce development for WISE practitioners through training, technical assistance, and coaching contracts to ensure behavioral health care best practices, to ensure quality, integrity, and access to care. This position is responsible for advancing diversity, health equity, and inclusion work by continuing to develop and oversee statewide Specific Population initiatives for underserved populations in WISE.

This position is eligible to telework but is occasionally required to travel or report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Some of what you will do :

  • Prepare and implement comprehensive, long-range plans related to program objectives.
  • Direct and develop state program plans and policies related to WISE, as well as statewide efforts that impact the program and the population served.
  • Develop policies and procedures : responsible for the WISE manual and the statewide service delivery, policy, procedure, and resource manual.
  • Provide policy expertise regarding WISE through policy analysis and development; promote new policy proposals to DBHR's top levels of management.
  • Provide consultative expertise regarding clinical program quality and effectiveness to top-level managers.
  • Maintain program oversight by planning, assigning, and coordinating activities of WISE team members.
  • Lead budget development and monitoring; conduct ongoing assessment of program funding needs and develop strategies to leverage funding opportunities to enhance and improve program quality.
  • Oversee contract development and monitoring.
  • Review program-specific metrics and outcomes; analyze trends to support data-informed program development.
  • Set and adjust program priorities by monitoring data reports and stakeholder feedback to identify needs, establish new initiatives, adjust caseload targets, and inform program priorities for improved access and outcomes.
  • Manage outreach, training, and stakeholder engagement; understand partners' needs and expectations and engage the multiple partners necessary to provide WISE services.
  • Monitor evaluations and recommendations from youth, families, and other child-serving agencies.
  • Contribute to the development and implementation of quality improvement training and coaching initiatives.
  • Develop and implement initiatives to support improvement for managed care organizations, the provider network, and youth and families.
  • Implement and monitor projects and protocols for underserved populations in WISE; monitor or assign applicable contracts and budgets.

Required qualifications :

Qualifying candidates will meet one of the following criteria options :

Option 1 :

Master's degree or higher in behavioral health or a social services field and three (3) years of the required experience below

Option 2 :

Bachelor's degree in a field identified above, and five (5) years of the required experience below

Option 3 :

One year as a Health Care Program Specialist (HCPS). Formerly MAPS classification

Option 4 :

Nine (9) years of the required experience below

The required experience includes the following :

  • Professional experience in behavioral health.
  • Experience providing oversight of statewide behavioral health programming, including knowledge of state and federal contracting requirements is highly desirable.
  • Leadership competencies must include project management and working with diverse groups, including youth, families, and public section advocates.
  • Preferred qualifications :

  • Master's degree in a behavioral health related field.
  • Five years of experience as a clinician, supervisor, or manager in a public behavioral health agency or health management organization.
  • Knowledge of Washington State's behavioral health system, including outpatient and inpatient care systems and coordination of treatment (e.g., MCOs, DCYF), understanding of crisis services, Children's Long-Term Inpatient Program (CLIP), community psychiatric hospitalization, and pertinent RCW and WAC as related to behavioral health services.
  • Knowledge of federal and state behavioral health statues, rules and regulations including Medicaid regulations.
  • Knowledge of community based behavioral health care, including recovery support, national and local trends, and practice models of care.
  • Knowledge of evidence-based practices for children, youth and families and research / consensus based and promising practices, such as the wraparound process.
