Property Manager 1
Under the supervision of the Office Services Manager, SG-23, within the Office of Financial Services Division, Facilities / Mailroom Bureau, the Property Manager 1's primary responsibilities will be to align space plans with operational needs, optimize the use of WCB leased office spaces, and ensure that all renovation and construction projects meet the agency's objectives and building regulations. Overseeing renovation and construction projects will involve coordinating with contractors and internal stakeholders; monitoring project timelines, budgets, and compliance with design specifications and building codes; and supervising contracted personnel and trades teams to ensure they complete work effectively within established timelines and budgets.
In addition to space planning and construction activities, the Property Manager 1 will provide cross-functional support to other Facilities Unit areas, primarily offering backup for health, safety, and emergency preparedness programs.
Specific duties include, but are not limited to :
Project Oversight & Lifecycle Management
Manage multiple construction and renovation projects across the state, overseeing all phases, including planning, design, construction, information technology (IT) services, furniture procurement and installation, and tenant occupancy.
Help prepare and present progress reports on space and construction projects to management.
Space Planning
Develop detailed space plans and layouts for facilities, optimizing space usage for maximum efficiency and functionality.
Collaborate with architects, designers, and internal stakeholders to understand project requirements and create models and visualizations to present design concepts.
Conduct site assessments to gather measurements and necessary data for space planning.
Prepare and present detailed design proposals to stakeholders for approval, ensuring compliance with building codes and safety regulations.
Monitor project progress and make adjustments as needed to ensure space plans align with the approved designs.
Evaluate post-occupancy feedback to improve future space planning designs.
Address staff concerns regarding office space and lease compliance. Liaise with the Office of General Services (OGS) to ensure landlords remedy lease compliance issues.
Review proposed lease sites and provide recommendations for project scope development and cost estimation.
Analyze space utilization data to identify opportunities for improvement and propose changes that enhance efficiency
Construction and Renovation
Create Tenant Alteration Requests for the use of space in state owned and leased properties.
Conduct regular site visits to state-owned and leased locations to assess construction progress, perform site evaluations, and ensure that work is meeting established quality and timeline standards.
Review and approve construction schedules, coordinate site inspections, and ensure that work is progressing according to timelines.
Develop project budgets, monitor expenditures, and ensure projects remain within the budget.
Review and approve project change orders in accordance with organizational standards and processes. Ensure compliance with building codes, regulations, and organizational goals.
Coordinate with OGS, contractors, and internal stakeholders to ensure effective space utilization, office layout, and project execution.
Procurement
Propose furniture and equipment plans based on space planning and operational needs, ensuring that selected items align with WCB's objectives and space requirements.
Collaborate with the Purchasing and Contracts Unit to develop Requests for Quotes and Requests for Proposals for furniture, equipment, and other project-related purchases.
Review and evaluate vendor quotes and proposals to ensure they meet WCB's requirements for quality, cost, and delivery timelines. Make recommendations for vendor selection based on thorough analyses.
Coordinate with vendors to schedule furniture and equipment deliveries within project timelines and communicate regularly with vendors to ensure timely delivery.
Travel
Travel to WCB offices statewide to engage in space planning activities, oversee construction and renovation work, and support moves.
Regular daytime and overnight travel required statewide.
Overnight travel up to 20%.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
Candidates may be required to serve a 2-year traineeship that leads to the SG- 18 position. The traineeship would include SG-14 Trainee 1 and SG-16 Trainee 2. After successful completion of the two-year traineeship the incumbent will advance to the SG-18 level.
NON-COMPETITIVE MINIMUM QUALIFICATIONS :
Property Manager Trainee 1 - Starting Salary $53,764 Candidates must possess a bachelor's degree or higher.
Property Manager Trainee 2 - Starting Salary $59,994 A bachelor's degree and one year of professional experience performing office and field duties directed at the construction, acquisition, rehabilitation, and maintenance of office space utilized in New York State agency operations.
Property Manager 1- Starting Salary $66,951 A bachelor's degree and two year of professional experience performing office and field duties directed at the construction, acquisition, rehabilitation, and maintenance of office space utilized in New York State agency operations.
55 B / C QUALIFICATIONS Individuals certified eligible for the 55b / c program under the Governor's Program to Hire Persons / Veterans with Disabilities pursuant to Section 55b / c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response. Candidates must meet the non-competitive minimum qualifications listed above.
COMPETITIVE MINIMUM QUALIFICATIONS :
CIVI SERVICE LIST APPOINTMENT : Candidates must be reachable on the appropriate Civil Service eligible list. OR TRANSFER QUALIFICATIONS : Candidates must have one year permanent or 55 b / c service in a title designated as appropriate for transfer in accordance with Section 70.1 of the Civil Service law.
Please Note : This position requires both in-office and remote work. A hybrid telecommuting schedule can be discussed with the hiring manager during the interview.
